Officially, the Socialist Republic of Vietnam has a total of 54 ethnic groups, including the majority Kinh and 53 ethnic minority groups. This book examines the history of the ethnic group determination process, highlighting some of the challenges the official policies pose to both the state and the affected peoples. Vietnam has proudly embraced its multiethnic identity, seeking the equality of all ethnic groups in the interests of national unity. Yet, among other things, it appears that the total number of ethnic categories was rather arbitrarily determined initially, and then fiercely defended by influential politicians and academics. They must simultaneously meet the goals of Education for All (EFA) at the basic education level and of developing a more sophisticated workforce required by the knowledge-based economy at the post-basic, especially tertiary, education level. To meet this challenge, developing countries need to reform/renovate their education systems and service deliveries as an integral part of national development. However, most of them have not yet fully developed the individual, institutional, and system capacities in undertaking necessary education reforms, especially under decentralization and privatization requiring new roles at various (central and local, or public and private) levels of administration and stakeholders. Provided that an ultimate vision of educational development and cooperation in the twenty-first century would be to develop indigenous capacity in engineering education reforms, this book analyzes the overall education reform context and capacity, including the status of sector program support using the sector-wide approach (SWAp)/program-based approach (PBA) in developing countries. This is the first book that documents poverty systematically for the world's indigenous peoples in developing regions in Asia, Africa, and Latin America. The volume compiles results for roughly 85 percent of the world's indigenous peoples. It draws on nationally representative data to compare trends in countries' poverty rates and other social indicators with those for indigenous sub-populations and provides comparable data for a wide range of countries all over the world. It estimates global poverty numbers and analyzes other important development indicators, such as schooling, health, and social protection. Provocatively, the results show a marked difference in results across regions, with rapid poverty reduction among indigenous (and non-indigenous) populations in Asia contrasting with relative stagnation - and in some cases falling back - in Latin America and Africa. Two main factors motivate the book. First, there is a growing concern among poverty analysts worldwide that countries with significant vulnerable populations - such as indigenous peoples - may not meet the Millennium Development Goals, and thus there exists a consequent need for better data tracking conditions among these groups. Second, there is a growing call by indigenous organizations, including the United Nations Permanent Forum on Indigenous Peoples, for solid, disaggregated data analyzing the size and causes of the "development gap."

In the mid-1980s, a radio program with a compelling spiritual message was accidentally received by listeners in Vietnam’s remote northern highlands. The Protestant evangelical communication had been created in the Hmong language by the Far East Broadcasting Company specifically for war refugees in Laos.
