The main goal of this text is to introduce the systems approach to disasters management community as an alternative approach that can provide support for interdisciplinary activities involved in the management of disasters. The systems approach draws on the fields of operations research and economics to create skills in solving complex management problems. The text is organized into four parts. Part I provides an introductory discussion of disaster management including an overview of the main terms used. Part II is devoted to the introduction of systems theory, mathematical formalization and classification of methods. The material presented in this section should be of practical relevance during the process of selecting an appropriate tool for the solution of a problem. Part III is technical in nature, providing a simulation approach and a detailed description of system dynamics simulation. This section details two areas of application: flood evacuation simulation, and disaster risk assessment. Part IV ends with a chapter covering steps to improve disaster management. Finally parts of the book can be used as a tool for specialized short courses for practitioners. For example a course on 'System analysis for emergency management optimization' could be based on Chapters 3, 4 and parts of Chapter 6. Included in the book is a CD with three computer programs Vensim PLE, LINPRO, and COMPRO. Vensim PLE (Personal Learning Edition) is state-of-the-art simulation software used for the implementation of system dynamics simulation. This volume elaborates on both the qualitative and quantitative aspects of resilience. Reviewing the literature exploring the concept of resilience in engineering, it discusses resilience in terms of the various definitions used, the methodologies proposed to characterize resilience, and the metrics put forward to quantify the resilience of specific service infrastructure systems. The review also identifies the key factors that contribute to organizational resilience.The concept of resilience is compared to other system properties such as reliability, robustness, flexibility and agility, by taking into consideration what systems are prepared against (types of failure), the causes of failure in systems (uncertainty), and how systems react to overcome failure (level of adaptability). A review is also provided of several resilience-enabling schemes, which improve resilience by reducing vulnerability and increasing adaptive capacity. The book puts forward a new framework, the Networked Infrastructure Resilience Assessment (NIRA) framework, through which the resilience of systems can be measured by assessing the impact of disruptions on key performance measures. By applying the framework to various case studies, the book demonstrates the ability of the proposed framework to assess resilience across a wide variety of networked infrastructure systems. What the Covid-19 pandemic illustrated is that for the first time in modern history, capital was totally irrelevant. Money could not save your life. Only design could. Rapidly designed masks, shelters, hospitals, instructional posters, infographics, dashboards, respirators, sanitisers, virtual and local communities emerged to save us. From January 2020, design became king. The Covid-19 global pandemic presented an ontological reality; design is more than margins or profit. In fact, design became extremely valuable when it stopped concentrating on those things and started to care about peoples’ lives. This brief episode in history is still repositioning the status of design and reconfiguring its signifier from consumption to care. The contents of this book cover the outbreak, lockdown, and the beginning of the reopening in the UK. In between, the book functions as a history of pandemic crisis design interventions. As such it is a “research-in-the-moment project” where we have illustrated our thoughts and insights in tables, charts and diagrams.
