This book describes the experiences of the author's great-uncle, Wilberforce Cooper, who was an Anglican priest ministering to the people of Vancouver's downtown east side during 1921-1952. Reverend Cooper began his ecclesiastical calling in the slums of London and then as a British Army chaplain in the hospitals and trenches of WW1 before moving to Canada - first to the B.C. Cariboo and then to be the rector of St. James Church in Vancouver. During the early-mid 1900s the East End of Vancouver was home to most of the city's poor, homeless, addicted and unemployed, and was a magnet for illegal intoxicants, disreputable venues and prostitution. In addition, the East End was where Chinese and Japanese immigrants had settled and their presence attracted the continuing attention of white racists. And all this vice and prejudice was enabled by a corrupt Civic Administration that depended upon graft. This was the parish that Father Cooper presided over and where he became well known and loved as someone who cared and fought for the physical as well as the spiritual wellbeing of each individual resident. The author has made use of unpublished memoirs as well as stories in newspapers and other writings to document his great-uncle's life and times. While a number of references to Rev. Cooper's religious thought and outreach can be found in the literature, this is the first book to address his work and actions solidly within the context of the social and political milieu of the Lower Mainland during his tenure.

In this systematic investigation of how central executives in western Canadian provinces actually function, Christopher Dunn describes the evolution of cabinet decision making from a relatively uncoordinated structure into the institutionalized (or structured) cabinet of the postwar era. Dunn investigates the factors that led to the initiation and persistence of institutionalized cabinets in the governments of T.C. Douglas in Saskatchewan, Duff Roblin and Walter Weir in Manitoba, and W.R. Bennett in British Columbia. He describes the transition from unaided central executive structures to those that are more structured, collegial, and prone to emphasize planning and coordination. 'Vancouver Noir' looks at the period from the 1930s to the 1960s, an era in which there was intensified concern with order, conformity, structure, and restrictions. These are visions of the city, both of what it was and what some of its citizens hoped it would either become, or, conversely, cease to be. The photographs-most of which look like stills from period movies featuring detectives with chiselled features, tough women, and bullet-ridden cars-speak to the styles of the Noir era and tell us something special about the ways in which a city is made and unmade. The insistence on social conformity and order provided a stark contrast to a seething underworld-if sometimes only in peoples' imagination. Contradictions abound. As suburban living reflected decency and family values, public concern was expressed about juvenile delinquency. Public (and even private) discussion of sex was generally taboo but the sex trade prospered in brothels and neon signs along Granville Street lit up dens of burlesque, booze and gambling.Ladies and escorts began entering the regulated beer parlours in Vancouver through separate doors in 1927. Thirsty working men crowded these establishments after a hard day's work and it was unseemly for a very long time, for women to mix freely among them. By 1954 cocktail bars were established so middle-class men and women could meet in an acceptable environment.
