Uzbekistan has achieved sustained growth through its gradual transition to a market-based economy through cautious economic policy reforms. Despite its gradual approach to development challenges, the country experienced the smallest output decline among former Soviet economies and enjoyed high rates of economic growth from 2004 to 2015, largely driven by the high prices of its major export commodities. This book examines the economic reforms and material progress made since the Central Asian republics became independent from the Soviet Union in 1991. Without some of the neo-liberal reforms recommended by the "Washington Consensus" and with an authoritarian presidency, Uzbekistan, the largest of these countries, has nevertheless achieved modest economic growth, stability, and a relatively impressive degree of income equality. The country has also preserved its economic and political independence from the great powers — Russia, China, and the USA — who are rivals for influence and energy in Central Asia. Human rights have been poorly enforced, though occasional thaws have also taken place. In second half of the book features a comparative analysis of four Central Asian states, all super-presidential authoritarianisms but with very different resource endowments and external commitments. A separate chapter deals with the energy resources of the region and the challenges of bringing oil and gas to the world market, and the question of whether Central Asian states will return to the Russian sphere of influence or seek closer ties with Asia or Europe is examined. The book concludes with prospects for future political and economic progress in the key Central Asian states.

Democracy promotion, security and energy are the predominant themes of US policy in Central Asia after the Cold War. This book analyses how the Bush administration understood and pursued its interests in the Central Asia states, namely Kyrgyzstan, Tajikistan, Kazakhstan, Uzbekistan, Turkmenistan. It discusses the shift in US interests after September 11 and highlights key ideas, actors and processes that have been driving US policy in Central Asia. The author examines the similarities between the Bush and Obama administrations’ attitudes towards the region, and he points to the inadequacy of the personality focused, partisan accounts that have all too often been deployed to describe the two presidential administrations. To understand US Central Asian policy, it is necessary to appreciate the factors behind its continuities as well as the legacies of the September 11 attacks. Using case studies on the war on terror, energy and democracy, drawing on personal interviews with Americans and Central Asians as well as the fairly recent releases of declassified and leaked US Government documents via sources like the Rumsfeld Papers and Wikileaks, the author argues that the US approached Central Asia as a non-unitary state with an ambiguous hierarchy of interests. Traditionally domestic issues could be internationalised and non-state actors were able to play significant roles. The actual relationships between its interests were neither as harmonious nor as conflicted as the administration and some of its critics claimed. Shedding new light on US relations with Central Asia, this book is of interest to scholars of Central Asia, US Politics and International Relations.
