Every month the U.S. Army G1 uses an Enlisted Specialty (ES) model consisting of a simulation and an optimization to forecast the Army's enlisted manpower program by Military Occupational Specialty and grade. The model is responsible for operating a 30.64 billion dollar manpower program that currently manages 460,000 enlisted Soldiers. The research in this thesis studies the objective function coefficients associated with decision variables in the ES optimization model. Experimental design and analysis techniques were used to study how changes in the coefficients affect the assignment of current enlisted soldiers to vacant positions in the Army. Results of the thesis show that by adjusting eight of the coefficients in the optimization model, the deviation between authorizations and inventory can be reduced by 14%. This improves the U.S. Army's force structure alignment and ensures the Army is ready to fight the nation's wars.

The Enlisted Personnel Allocation System (EPAS), initially developed through a multi-year research and development project conducted by the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI), is the latest tool available to the Army for improving the classification process. Designed to be a subsystem of the Recruit Quota System (REQUEST), EPAS is a person-job-matching (PJM) method that optimizes the assignment of recruits to entry-level military occupational specialty (MOS) training. It goes beyond REQUEST, the Army's present approach to PJM. REQUEST identifies high priority MOS for which an applicant meets the minimum Aptitude Area composite score qualifications. In addition, EPAS identifies those MOS in which an individual is likely to perform with the greatest effectiveness, while meeting overall Army accession goals and filling critical MOS. A PC-EPAS prototype was created and evaluated based on laboratory simulations of the Army's classification process in FY 1998. The results of laboratory classification simulations provided evidence that EPAS can improve the mean predicted performance (measured as the average Aptitude Area composite score of recruits in their assigned job training) of a fiscal year recruit cohort, while simultaneously meeting Army enlistment requirements. Based on these positive laboratory results, ARI developed a production version of EPAS in FY 2000. The planned field test will examine the likelihood of realizing the laboratory findings in an "operational" environment, using EPAS linked as a subsystem to REQUEST and to actual transactions data within a simulation framework. This report describes the planned field test design.

Previous work has involved experimental design interrogation of a series of computer models of human task and workload performance in military command and control (C2) systems. These models, called Computer modeling Of Human Operator System Tasks (CoHOST) (Middlebrooks et al., 1999), have shown a dramatic need for some tool to assist experimental designers in efforts to establish effective experiments. Specific needs include the collection of data in a manner that minimizes the amount of data required while maximizing the effectiveness and power of the data. A desktop tool called Computer-Aided Design Reference for Experiments (CADRE) was developed for this purpose. The CADRE tool includes over 850 pages of reference material covering 25 topics that are divided into five major sections including an introduction to experimental design, supplemental data collection design and analysis, basic analysis of variance (ANOVA) designs, advanced ANOVA designs, and empirical model building. In addition, the CADRE tool contains over 200 pages explaining 39 examples of statistical analyses covered in the reference material and is hyperlinked to Version 9.1.3 of the SAS statistical analysis package. The CADRE tool can be used for choosing experimental design procedures to interrogate and build empirical models in support of complex studies such as future C2 systems computer simulations.

Describes some early results of research designed to evaluate the economic efficiency of specialty training for first-term enlisted personnel. To make such an evaluation, one must develop reliable measures of on-the-job performance that (1) reflect net rather than gross productivity, (2) reflect productivity over time, and (3) are based on the performance of specific individuals. Measures that have these properties can be collected by a variety of methods, including direct measurement, job-knowledge tests, and supervisory ratings. The authors provide a preliminary analysis of supervisory rating data assembled to explore tradeoffs among training courses of different lengths. These data consist of enlisted supervisors' estimates of military trainee net productivity at different points in first-term service. The estimates are used to construct profiles of the time path of productivity; a number of profiles are presented. Results suggest that meaningful conclusions can be drawn from data based on carefully constructed supervisory ratings.

Literature pertaining to prediction of enlisted military job performance, 1952-1980, was reviewed. The review excluded studies in which training performance or reenlistment is the criterion. Aptitude was the most frequently used predictor and supervisor ratings the most frequent criterion. Relationships among classes of criteria and between predictors and criteria were examined. Major classes of criteria were job proficiency, job performance, and suitability to military service. The following conclusions are supported by the review: (1) For the great majority of jobs, job knowledge tests appear to provide the most practical method of objective measurement; (2) Because job sample tests are very expensive to construct and administer, their use is not practical unless the job is extremely costly or critical; and (3) Use of supervisors' ratings as the only measure of job performance should be restricted to jobs for which motivation, social skill, and response to situational requirements are the only attributes worth measuring. Two promising approaches to improved prediction are the selective use of miniaturized training and assessment centers and the use of self-paced training performance as a predictor. The review includes abstracts of the studies that were reviewed.
