The "USAF Statistical Digest" (Short Title USAFSD-55) summarizes in one document the volume of statistical data collected and published by various offices in Headquarters, United States Air Force and certain major commands. It is to be used as the official basic reference document for the period and areas covered. The Fiscal Year 1955 edition is the tenth edition of the series. Original editions - Army Air Force Statistical Digest (World War II) and supplement Number 1, 1945 were followed by AAF Statistical Digest, 1946 and USAF Statistical Digest 1947. The 1946 and 1947 editions made Air Force statistics available.in summarized form, available as far back as possible, with the exception of Combat Operations. This data is found only in the 1945 edition. The 1948 issue was the first strictly annual publication. The present issue and the 1949, 1950, 1951, 1952, 1953 and 1954 editions are organized on a Fiscal Year basis. Immediately following the Table of Contents is a Major Air Command Directory, containing information which is appropriate to all data included in this issue. Definitions appropriate to only one area will be found in an introductory statement preceding the Part in question. Tables indicated in the headnote as "New Tables" are tables which were not included in the FY 54 edition of this publication.

The USAF Statistical Digest summarizes the great volume of statistical information collected and published by the various offices in Headquarters, and certain USAF commands. The more important data on the many activities and operations of the USAF are brought together on a uniform basis to serve as an official and basic reference manual. The Jan 1949 - Jun 1950 "USAF Statistical Digest" is the fifth edition of the publication series. Original editions - Army Air Force Statistical Digest (World War II) and Supplement Number 1, 1945 were followed by AAF Statistical Digest 1946 and USAF Statistical Digest 1947. The present issue includes the majority of the tables carried in the earlier volumes with the exception of the section on World War II combat operations. Historical continuity has been preserved, and each series has been brought forward through 1946. Continuing research in the sources and validity of the data has, in several instances, effected major changes and extended the data to cover earlier periods. Several revisions, both in content and format, have been made during the preparation of this issue. For example, the many reorganizations and regroupings of commands preclude the continuity in any series on personnel information by command. To overcome the changes in command structure, a new box head has been introduced at the appropriate date. By this device, reorganization changes become more readily apparent. Where a command has merely undergone a change in name as in the case of Air Materiel Command - from Air Technical Service Command - the newest name is utilized generally throughout the series.

The Air Force requires technical skills and expertise across the entire range of activities and processes associated with the development, fielding, and employment of air, space, and cyber operational capabilities. The growing complexity of both traditional and emerging missions is placing new demands on education, training, career development, system acquisition, platform sustainment, and development of operational systems. While in the past the Air Force's technologically intensive mission has been highly attractive to individuals educated in science, technology, engineering, and mathematics (STEM) disciplines, force reductions, ongoing military operations, and budget pressures are creating new challenges for attracting and managing personnel with the needed technical skills. Assessments of recent development and acquisition process failures have identified a loss of technical competence within the Air Force (that is, in house or organic competence, as opposed to contractor support) as an underlying problem. These challenges come at a time of increased competition for technical graduates who are U.S. citizens, an aging industry and government workforce, and consolidations of the industrial base that supports military systems. In response to a request from the Deputy Assistant Secretary of the Air Force for Science, Technology, and Engineering, the National Research Council conducted five fact-finding meetings at which senior Air Force commanders in the science and engineering, acquisition, test, operations, and logistics domains provided assessments of the adequacy of the current workforce in terms of quality and quantity.
