The report is based on estimates of resettlement costs from public and private sector officials and analyses of existing data collected by the Department of Health and Human Services. The first part of the report overviews the admission of refugees to the United States and presents figures on refugee ceilings and admissions from 1981-1990, as well as a map showing the ten states with largest refugee populations. The report then examines the process through which federal, state, local and private agencies work together to resettle fully funded refugees. Diagrams show the cooperative effort that goes into resettlement in the United States. In addition, figures are given on federal assistance. The report then turns to the specific refugees from the Soviet Union. Information is presented on emigration from the Soviet Union, the status of Soviet refugees and the number of Soviet applicants expected to apply for resettlement. The report discusses the cost estimates for resettling Soviets, showing how refugee resettlement costs fall unevenly on the states. Cash assistance and medical assistance are also discussed.
