In both Canada and Australia the provision and financing of services and programmes arising from high levels of immigration issues involve federal, state / provincial and municipal levels of government. National governments manage immigration but the impacts are expressed sub-nationally, so there is an on-going process of negotiation between national and state / provincial governments over who pays for the services and programmes needed by immigrants. At the local level, the same types of issues arise. This paper focuses on municipal services in Sydney and Vancouver and through survey research addresses the success with which local government has initiated multicultural planning in response to cultural diversity across its range of functions. We ask, how multiculturally ready are local governments in the two metropolitan areas to serve their diverse populations?

From Urban Enclave to Ethnic Suburb focuses on the migration, settlement, and adaptation of Chinese and other Asian immigrants and their impacts on the transformation of metropolitan areas in the United States, Canada, Australia, and New Zealand. These stories of the interactivity of Asian "people and place" in four nation-states are framed within the larger context of spatial and social patterns, migration, acculturation/assimilation, and racialization theories, and emerging landscapes in the inner cities and suburbs of metropolitan areas like Los Angeles, San Francisco, New York, Toronto, Vancouver, Sydney, and Auckland. The book's primary arguments center on revisioning traditional "assimilationist" models of the Chicago School with the context of today's evolving metropolis. Other key elements include immigrant and refugee policies, new theories of ethnic settlement, and urban and suburban immigrant landscape forms. Nine chapters document the experiences of Asian immigrants and refugees--rich and poor, old and new. Their communities vary from no identifiable residential cluster (Vietnamese in Northern Virginia) to multiple residential and business clusters in both inner city and suburbs (Koreans in Los Angeles, Chinese in Toronto) to the largest suburban Chinese residential and business concentration (the San Gabriel Valley of suburban Los Angeles) and the "high-tech Mecca" of the U.S., if not the world (Silicon Valley), whose growth has been inseparable from workers, professionals, and entrepreneurs of Asian descents who are often local residents as well. This paper is the second in a series of four, which covers (1) a rethinking of the philosophy of multiculturalism for the 21st century, (2) an exploration of the policy challenges that a multicultural society poses to urban planning and policy, urban governance, and citizenship, with examples of successful responses to these challenges (3) an analysis of the barriers to integration for one specific group, Sri Lankan Tamils, in Toronto and Vancouver, with specific attention to the built environment and the claiming of space, (4) an examination of the role of one community-based organization, the Canadian Tamil Congress, in working for the integration of Tamils in Canada. In the first part of this paper I look at four ways in which difference is a challenge to planning practices. In the second part, I note five possible types of response: through legislation and the courts; through the market; through dialogue; through social mobilization; and through a transformed planning education. I then turn specifically to the challenge of integrating immigrants, discussing recent efforts in Frankfurt and Rotterdam to actively construct new ways of living together, and I contrast these European experiences with efforts in Australia and Canada (Sydney and Vancouver) to 'manage difference' at the municipal level. In the fourth section, I discuss models of citizenship that can address the everyday realities of life in immigrant cities. Finally, I offer seven policy directions.
