Some of the countries, through effective transport system, have acquired an appreciable level of development when effectively managed. Learned experts on this subject have so far suggested a range of measures to lessen traffic congestion in our country, but results are not encouraging even it is spiraling day-by-day in Dhaka city due to policy malfunction that is for lack of political will as well as public awareness. The state be worthy of effective urban governance for a careful balancing between the benefits of agglomeration and the impacts of excessive traffic congestion. This report provides an overview of the state of urban governance in Bangladesh that discussed about the present status of traffic congestion in Dhaka city and will put forward policy oriented recommendations for effective traffic congestion to smooth livelihood. It also provides a fundamental overview of nature, scope of congestion necessary for effective congestion management policy. This report aims to provide policy makers, technical staff and policy implementers with the strategic vision, conceptual frameworks and guidance’s that necessary to manage congestion to reduce its overall impact on individuals, families, communities and societies.

The need of the hour is to improve the urban road traffic management plan preparation and implementation of the overall management of Dhaka City transportation and civilization level, to adapt to sustainable development of the city and society as a whole. This paper identifies the cause and effect factors responsible for the congestion and traffic irregularities prevailing in the Dhaka City of Bangladesh. It also highlights the determinants for the proper “Dhaka traffic control management” (DTCM) such as proper traffic analysis, proper forecast, proper management in planning (engineering, management and political-fiscal) and lack of administrative assistance to the Society. The study emphasises the need for the technological forces that may influence and facilitate DTCM necessitating the pursuance of current empirical study. Our study reports that there exists a necessity for the relevant governmental agencies and other related agencies to look into these determinants to regulate and facilitate the overall control and management. However, the researcher as a social entrepreneur emphasizes on the budgetary allocation for the exclusive revamp of traffic control system only can reposition the city. Hence, governmental agencies ought to help DTCM by executing pragmatic financial assistance programs especially for the re-engineering which may overcome the discouraging factors impeding the growth of the garment export industry of the city - the main business of Dhaka City.

Using state-of-the-art modeling techniques, the study simulates population, housing, economic activity, and commuting times across the 266 unions that constitute Greater Dhaka. It does so under various scenarios for the development of East Dhaka, but always assessing the implications for the entire city. The simulations suggest that pursuing a strategic approach to the development of East Dhaka would make Greater Dhaka a much more productive and livable city than continuing with business as usual. Based on current trends, Greater Dhaka would have a population of 25 million in 2035 and an income per capita of US$8,000 at 2015 prices. However, embracing a strategic approach would add 5 million people to the city. And, it would be a more productive city, with nearly 1.8 million more jobs and an income per capita of more than US$9,200 at 2015 prices, enough to put Dhaka on the map of global cities.

The most crucial urban problem in Dhaka, the capital of Bangladesh, is its traffic congestion. The absence of adequate transportation planning and lack of proper integration between infrastructure management bodies have resulted in motionless streets in Dhaka, where vehicles remain frozen on roads for hours. The government of Bangladesh is constructing flyovers or overpasses which are full-grade separations in major intersections of Dhaka. Eight flyovers have already been constructed so far to curb the congestion problem, and to eliminate conflicts between rail-road traffic and potential accidents. But, unfortunately, most of them resulted in poor performance and inefficiency in mitigating congestion. These transportation infrastructure projects have not only deteriorated the traffic condition of the city, but they impede the potential for other long-term sustainable options. Flyover construction is an expensive project for a developing country like Bangladesh, and there could have been several alternative reasonable solutions which were overlooked. This situation necessitates digging into the root causes for the selection and implementation of flyover projects in Dhaka. The study aims to identify the reasons why the government of Bangladesh is implementing flyover projects in Dhaka. A grounded theory approach has been followed to inductively derive a theory behind the reason of this flyover scenario. Content analysis and interviews of the stakeholders and policy makers have been done to collect the data. The theory derived in the research provides an explanation for the root cause of the present traffic disaster. The analysis reveals that weak governance of Bangladesh which includes political decision-making and ineffective institutional framework motivated this infrastructure failure in Dhaka.
