The high level Douro seminars are now a well-established tradition in the annual activities promoted by Hedda, a European consortium of nine centres and ins- tutes devoted to research on higher education, and CIPES, its Portuguese associated centre. At the seminars, each member of a small group of invited researchers presents and discusses an original research-based paper that is revised afterwards taking into account the comments of the participating colleagues. The revised papers form the basis for the annual thematic book published by Springer in the book series called Higher Education Dynamics (HEDY). Paying tribute to the regularity of the seminars, it was decided that the volumes originating from the initiative would be collected in a ‘series in the series’ called the Douro Series. Previous seminars were dedicated to in-depth analyses of different aspects of higher education systems and institutions, including institutional governance, the emergence of managerialism, markets as instruments of public policy, cost-sharing and accessibility of students to higher education and developments in quality assurance. The present volume aims at analysing the change process which the European university is undergoing as a consequence of European integration efforts. In the case of higher education, these have materialised, amongst other things, in the - plementation of the Bologna process, while the Lisbon summit also has important consequences for the university. In March 2000, the Lisbon European Council set the goal for the EU to become the most competitive and dynamic knowledge-based society in the world by 2010.

How can one convince potent nation-states to put their sovereignty at risk in common European policies? EU cohesion policy, now one-third of the EU budget, provides such a puzzle. Until 1988 the European Commission shared out money to national governments with few strings attached. Since the reform of 1988, national governments are required to negotiate with the Commission and regional authorities on how to use the money. Has this European-wide policy eroded national sovereignty in favour of a stronger role for the Commission and more power for Europe's regions? The first part of the book probes into the policy dynamics at the European level. In the second part, eight country studies evaluate the impact of uniform EU policy on territorial relations by comparing policy making before and after the reform. The European Union's market integration project has dramatically altered economic activity around Europe. This book presents extensive evidence on how trade has increased, jobs have been created, and European business has been reorganized. The changes in the economy have been accompanied by dramatic changes in how people from different societies interact. This book argues provocatively that these changes have produced a truly transnational-European-society. The book explores the nature of that society and its relationship to the creation of a European identity, popular culture, and politics. Much of the current political conflict around Europe can be attributed to who is and who is not involved in European society. Business owners, managers, professionals, white-collar workers, the educated, and the young have all benefited from European economic integration, specifically by interacting more and more with their counterparts in other societies. They tend to think of themselves as Europeans. Older, poorer, less educated, and blue-collar citizens have benefited less. They view the EU as intrusive on national sovereignty, or they fear its pro-business orientation will overwhelm the national welfare states. They have maintained national identities. There is a third group of mainly-middle class citizens who see the EU in mostly positive terms and sometimes-but not always-think of themselves as Europeans. It is this swing group that is most critical for the future of the European project. If they favor more European cooperation, politicians will oblige. But, if they prefer that policies remain wedded to the nation, European cooperation will stall.

This book explores the interaction of the EU in Greece, Slovenia, Croatia, and Macedonia in three key policy sectors – cohesion, border managements and the environment – and assesses the degree to which the European Union’s engagement with the democracies of South East Europe has promoted Europeanization and Multi-Level Governance.
