The system of development co-operation implemented in recent years is now being exposed to great criticism. At the centre of this system are the policies of donor countries and international organisations that carry out co-operation actions. Criticism has been aimed at both co-operation actors per se, and the policies and instruments used by them in recent years. In this respect, it is interesting to analyse the role of the university as an agent of development co-operation. The aim of this book is to gather different ideas from the North on university development cooperation with the South in order to think about what we can consider examples of good practice. We try to offer a comprehensive view of university development co-operation practices in each of the ten countries analysed. We have tried to identify the most important aspects of these practices and to evaluate the extent to which they have met with the objectives established prior to their implementation. Likewise, we have tried to measure to what extent the tools and instruments used were appropriate to the aims. Each author, within their context and from their experience, has tried to answer these questions, and to provide clarity on the existing models, their advantages and disadvantages, as well as specific examples that can clarify the successful presence of activities of development co-operation in European universities.

This open access book studies how foreign models of economic development can be effectively learned by and applied to today’s latecomer countries. Policy capacity and societal learning are increasingly stressed as pre-conditions for successful catch-up. However, how such learning should be initiated by individual societies with different features needs to be explained. The book answers this pragmatic question from the perspective of Japan’s past experience and its extensive development cooperation in Asia, Africa, and Latin America. Since the late nineteenth century, Japan has developed a unique philosophy and method for adopting advanced technologies and systems from the West; the same philosophy and method govern its current cooperation with the developing world. The key concepts are local learning and translative adaptation. Local learning says that development requires the learner to adopt a proactive mindset and the goal of graduating from receiving aid. Meanwhile, translative adaptation requires foreign models be modified to fit local realities given the different structures of the home and foreign society. The development process must be wholly owned by the domestic society in rejection of copy-and-paste acceptance. These ideas not only informed Japan but are key to successful development for all. The book also asks how this learning method should—or should not—be revised in the age of SDGs and digitalization. Following the overview section that lays out the general principles, the book offers many real cases from Japan and other countries. The concrete actions outlined in these cases, with close attention to individual growth “ingredients” as opposed to general theories, are crucial to successful policy making. The book contains materials that are highly useful for national leaders and practitioners within developing countries as well as students of development studies.

This book presents the findings and recommendations of the evaluation of the World Bank's Strategic Environmental Assessment (SEA) Pilot Program. It shows that SEA can contribute to improving development policy and sector reform by calling attention to environmental and social priorities, strengthening constituencies, enhancing policy capacities, and improving social accountability. It also provides guidance for undertaking SEA in policy and sector reform. Although it acknowledges the need for tailoring SEA to the context of specific sectors and countries, the book discusses in detail and illustrates with examples the analytical work and participatory processes required for effective SEA at the policy level. It suggests that the time is ripe for scaling up SEA in development policy and sector reform and recommends the establishment of a global alliance on environmental and climate change mainstreaming to support developing countries efforts for achieving sustainable development. The book concludes by arguing that SEA applied to sector reform and development policy is a critical step for these efforts to be successful. This title responds to demand for SEA approaches at the policy level from policymakers, development and environmental specialists of bilateral and multilateral institutions, and environmental assessment specialists. In Collective Courage, Jessica Gordon Nembhard chronicles African American cooperative business ownership and its place in the movements for Black civil rights and economic equality. Not since W. E. B. Du Bois’s 1907 Economic Co-operation Among Negro Americans has there been a full-length, nationwide study of African American cooperatives. Collective Courage extends that story into the twenty-first century. Many of the players are well known in the history of the African American experience: Du Bois, A. Philip Randolph and the Ladies' Auxiliary to the Brotherhood of Sleeping Car Porters, Nannie Helen Burroughs, Fannie Lou Hamer, Ella Jo Baker, George Schuyler and the Young Negroes’ Co-operative League, the Nation of Islam, and the Black Panther Party. Adding the cooperative movement to Black history results in a retelling of the African American experience, with an increased understanding of African American collective economic agency and grassroots economic organizing.
