The peaceful resolution(s) of the issues that separate China and Taiwan and conflict between China and the United States (U.S.) is essential for long-term regional stability and achievement of vital U.S. interests/objectives in the Asian-Pacific region. However the dispute with Taiwan is no longer the key to conflict resolution Chinese economic prosperity is now the center of gravity. Today a nation's economic health is intrinsically linked to its national interests and security and globalization has fostered economic growth and interdependence between countries. A key U.S. strategy for Asian-Pacific regional prosperity and stability is China's integration into the global market. The U.S. seeks to fully integrate China into the global rules-based market system believing that China's participation in the global economy will accelerate economic reform(s) and increase China's stake in the stability and prosperity of the region. This strategic research paper discusses/assesses the significance of China's continued global economic integration and interdependence as an underpinning of regional prosperity and stability. Effective foreign policy and engagement with China by the United States is assessed as key to Asian-Pacific regional stability. Accordingly the implication(s) of China's accession into the global market specifically entry into the World Trade Organization (WTO), and the corresponding implication(s) on China's relationship with Taiwan and the implications for U.S. policy and strategies as well as a risk assessment are discussed. The US vision of an economically interdependent world that enhances stability and security while fostering economic prosperity and democracy is intrinsically linked to how the US and China choose to interact during this dynamic period. In the end China's future and the future of U.S.-China relations will be in a large part shaped by how China chooses to adapt and comply with the standards of the global economy.

China’s relation to Taiwan has been in constant contention since the founding of the People’s Republic of China in October 1949 and the creation of the defeated Kuomintang (KMT) exile regime on the island two months later. The island’s autonomous sovereignty has continually been challenged, initially because of the KMT’s insistence that it continue to represent not just Taiwan but all of China—and later because Taiwan refused to cede sovereignty to the then-dominant power that had arisen on the other side of the Taiwan Strait. One thing that makes Taiwan so politically difficult and yet so intellectually fascinating is that it is not merely a security problem, but a ganglion of interrelated puzzles. This book traces the origin and the process of how so-called “cross-strait economic ties” became such a key factor in China-Taiwan relations throughout the 1990s and how this factor has affected China–Taiwan relations since then. By focusing on “Taiwan’s domestic politics” as it relates to the domestic conflicts between opposing political and economic forces in Taiwan over the political relations and economic ties across the Taiwan Strait, the book demonstrates that the growth of cross-strait economic ties since 1990 has significantly affected Taiwan’s domestic politics which in turn has had a profound impact on China–Taiwan relations. Although the growth of China–Taiwan economic ties could hardly resolve the so-called “Taiwan problem” and might even lead to some political and economic conflicts between the two sides at times, through Taiwan’s domestic politics, it has reduced the likelihood of severe confrontation, especially the military one, in the Taiwan Strait. As this book reveals, the interactions between the economic winners, the economic losers, the political parties, the government, and the general public in Taiwan’s domestic politics as a result of the growth of cross-strait economic ties have played an important role in the development of China–Taiwan relations, leading to a very confrontational situation from 1995 to 2008, a relatively peaceful Taiwan Strait from 2008 to 2016, and a “cold peace” between the two sides since 2016.

This book presents an interdisciplinary examination of cross-Taiwan Strait relations and the complex dynamics at play in the region. Since the election of Ma Ying-jeou as Taiwan’s president in 2008, the relationship across the Taiwan Strait—long viewed as one of Asia’s most volatile potential flashpoints—has experienced a remarkable détente. Whether the relationship has been truly transformed, however, remains an open question and the Taiwan Strait remains a central regional and global security issue. A return to turbulence in the Taiwan Strait could also add a new dimension of instability in the already tense maritime disputes in the East and South China Seas.
