Studies have made it clear poor attendance results in reduced academic performance. Since the new standard of measuring engagement for students in California schools includes chronic absenteeism data, rather than merely average daily attendance, many schools have been surprised to learn they have an attendance problem. This study is a depth look at how well a California K- 8 school understands why their chronic absenteeism numbers are above the state averages and continuing to grow. Before an effective intervention plan can be developed and implemented, the school must first have a clear understanding of the contributing factors to poor attendance. The study reveals the current interventions are appropriate but only as a partial solution to the problem. Using the abundant research on attendance and applying the knowledge to parent perception and school climate data, this qualitative case study results in a clear understanding of how well the school understands and addresses the problem of poor attendance. The study collects data from the state attendance reports, a parent school site survey, and an interview with the intervention specialist at the school. Analysis of this data suggests a broader, school-wide program with targeted communication and intentional development of a culture which positively shapes parent perceptions of school will be required to turn the tide of rising absenteeism. The study recommendation proposes a three-tiered intervention plan based on literature and data to improve the chronic absenteeism rates at the site. Although this in-depth case study is limited to one rural school site, the knowledge regarding the importance of school climate and parent perceptions when addressing chronic absenteeism is applicable to other schools who are trying to understand an attendance problem and improve the academic success of students by reducing the number of chronically absent kids.

Abstract: The perceptions of stakeholders within a school community regarding student attendance are indicative of the critical importance of attending school, particularly in the early grades, as it relates to social and academic growth. Different forms of research and practice when exploring the factors that affect school attendance may help identify challenges that impede equity in education. This case study allowed African American parents/guardians and school leaders to use their voice to address the importance of school attendance and advocate for their students who encounter issues with chronic absenteeism and its effect on their academic achievement and behavior. The portraiture methodology used to develop a narrative and story for each participant centered on their perceptions of student attendance and chronic absenteeism. Their perceptions were then interpreted and discussed through the theoretical lens of critical race theory. In addition to interviews, this research utilized observations and document analysis to explore the stakeholders' perceptions of attendance and absenteeism at a predominantly African American elementary school in an urban area of Southern California.

Chronic absenteeism is defined as missing ten percent or more days of school during one academic year and it is a nationwide issue. Students are missing academic instruction and are also affected socially and emotionally by not attending school each day. The purpose of this study is to understand the parental belief of the effects of chronic absenteeism in elementary school students. The research was conducted to answer these three research questions: 1) To what extent does chronic absenteeism effect a student academically, socially, and emotionally? 2) In what ways do parent beliefs impact student attendance? 3) To what extent does socioeconomic status impact chronic absenteeism? There has been a lot of research conducted in the past on chronic absenteeism and how it effects academic scores as well as high school dropout rates. In this study, the researcher focused on the parental belief and how chronic absenteeism effects early elementary school students. The researcher conducted a twenty-five questions survey sent to approximately forty parents of chronically absent students from Smith Elementary School (pseudonym coded for the school research was conducted). The participants could also volunteer to participate in a follow-up phone interview in which the researcher collected qualitative data. From the results, the researcher learned most parents were incorrect or unaware of the number of days their child was absent from school. The most common reasons for the absences were sick and vacation or trip. The parents of students who were on trips, were not concerned about their child missing school because the rigor of the makeup work was easy to complete. Another common theme is the lack of personalization of contact with families about the student’s absences. Personalizing communication with families will build relationships and improve overall school culture. Regular attendance as early as kindergarten has proven to lead to a better educational experience for all students and elementary school is setting the foundation for all future learning.

Chronic absenteeism and chronic tardiness in elementary schools are a widespread problem which affects schools nationwide. As school leaders, the elementary administrator is instrumental in establishing policies and procedures for the management of attendance including attendance improvement. This research examines scope of attendance issues within Southern California elementary schools and the administrator's role in mitigating the problems. Attendance data was collected (n=117) to determine the prevalence of chronic tardiness and chronic absenteeism over two school years. Additionally, a survey was administered to elementary school principals in a Southern California school district (N=31, 26% response rate). The results of this study illustrate elementary administrators' perceived reasons for students' tardiness and absenteeism. It also shows their perceptions as to what actions and strategies improves student attendance. The results of this mixed-method research may provide policy makers and administrators with a more informed picture of the story behind the statics on the prevalence of chronic attendance issues that can be used when making decisions creating, revising, and evaluating attendance policies.

Across the United States, over 1 in 7 public school students suffers from chronic absenteeism (Department of Education, 2016). Chronic absenteeism is when a child misses 10% or more of total school days, regardless of reason. Chronic absenteeism in the elementary grades predicts higher absence rates in subsequent grades and puts children at risk for dropping out of high school (Chang & Romero, 2008). This study investigates what actions educators may take to reduce chronic absenteeism by examining a low-cost, meta-analysis conducted in California by Robinson, et al. (2017), as well as what large cities such as New York, Baltimore, and Oakland have done to combat chronic absenteeism. The author presents results from a low-cost intervention conducted in a small, rural town in California, using phone calls made by classroom teachers. Eight classroom teachers realized an average reduction in absences of 5.88% among 17 participants by conducting a caring phone call to their students' family. Though the study size is small, the Pearson Correlative Coefficient analysis shows the results are statistically significant. This study is of limited scope but provides a template for further study by educators seeking a low-cost treatment in schools with limited resources.
