The electricity sector in the Middle East and North Africa (MENA) is in the grip of an apparent paradox. The region holds the world’s largest oil and gas reserves and has been able to universalize access to electricity in most economies, but it may not be able to make the investments required to meet the future power needs of its fast-growing populations. The annual investments to keep pace with the demand for electricity have been estimated at about 3 percent of the region’s projected GDP. In most of the region’s economies, however, financial constraints limit the ability to make those investments. The power sector needs to find its own financing sources—and quickly. Shedding Light on Electricity Utilities in the Middle East and North Africa provides quantitative evidence on how better utility management; sustainable pricing; and selective, context-specific reforms would free enough resources to make the needed investments and lower the operating costs of the sector. The solution involves cutting costs and raising revenues through well-targeted and well-identified improvements. These improvements would generate more financing than the sector’s investment needs. The report provides detailed evidence of the size of the potential gain in each of the 14 MENA economies covered. The analysis is based on the MENA Electricity Database, a new dataset covering 67 electricity utilities, as well as a sample of utilities in comparable economies from other regions. The authors hope that their benchmarking efforts will provide a regional- and utility-level frame of reference for sector performance in the region. The book will be of interest to managers of electricity utilities, regulators, policy makers, and other stakeholders concerned with the performance of utilities in the region.

Countries exiting conflict and fragility face many urgent priorities and almost invariably suffer from substantial infrastructure deficits. There is typically very little infrastructure investment during periods of fragility and conflict, and existing installations are often damaged or destroyed. The purpose of this manual is to contribute to improvements in the quality of infrastructure regulation. It does so by identifying key principles for the governance of infrastructure regulators and by suggesting how these principles can be introduced successfully and maintained over time. The introduction of cross-cutting governance principles for regulators is based on the assumption that a uniform set of governance principles can be less costly and complex for governments to implement and enforce and will provide potential investors with a more consistent and predictable regulatory environment to navigate. The manual also discusses the process of implementing regulatory governance reforms in fragile contexts. Improvements in governance frameworks for infrastructure regulators will support better and accountable regulatory decision-making, as well as increased investment and overall economic development. Case studies from relevant country experience complement and provide context to the discussion on principles.

Latin America and the Caribbean (LAC) does not have the infrastructure it needs, or deserves, given its income. Many argue that the solution is to spend more; by contrast, this report has one main message: Latin America can dramatically narrow its infrastructure service gap by spending efficiently on the right things. This report asks three questions: what should LAC countries’ goals be? How can these goals be achieved as cost-effectively as possible? And who should pay to reach these goals? In doing so, we drop the ‘infrastructure gap’ notion, favoring an approach built on identifying the ‘service gap’. Benchmarking Latin America in this way reveals clear strengths and weaknesses. Access to water and electricity is good, with the potential for the region’s electricity sector to drive competitive advantage; by contrast, transport and sanitation should be key focus areas for further development. The report also identifies and analyses some of the emerging challenges for the region—climate change, increased demand and urbanization—that will put increasing pressure on infrastructure and policy makers alike. Improving the region’s infrastructure performance in the context of tight fiscal space will require spending better on well identified priorities. Unlike most infrastructure diagnostics, this report argues that much of what is needed lies outside the infrastructure sector †“ in the form of broader government issues—from competition policy, to budgeting rules that no longer solely focus on controlling cash expenditures. We also find that traditional recommendations continue to apply regarding independent, well-performing regulators and better corporate governance, and highlight the critical importance of cost recovery where feasible and desirable, as the basis for future commercial finance of infrastructure services. Latin America has the means and potential to do better; and it can do so by spending more efficiently on the right things.
