This report is a postauthorization change to the authorized Twin Valley Lake, Wild Rice River, Minnesota project. The proposed project would convert a 7-mile reach of the Wild Rice River from a free-flowing stream to a reservoir-type environment. Approximately 540 acres of riparian habitat would initially be destroyed, and about 1,100 acres of riparian and upland habitat in the flood pool would be modified. The original plan to compensate for these losses has been changed, and the changes are presented in this report. The present plan does not include aquatic mitigation features because it is current Corps policy that the fishery benefits provided by the reservoir must be counted against losses to the stream habitat induced by the project. The plan includes management for project lands, the acquisition of about 1,600 acres of land adjacent to an existing State wildlife management area, and implementation of specific habitat management and improvement measures. The compensation plan will require congressional authorization because it constitutes a major departure from the authorized project.
