This book offers a comprehensive explanatory account of Trump's foreign policy by assessing its nature, determining the extent to which it broke with the policy of preceding presidencies, and explaining how this shift came about. We argue that Trump has succeeded in remaking America’s grand strategy by unmaking its long-standing strategy of what we call Open Door Globalism, a strategy of economic expansionism through the promotion of open markets across the globe and its institutionalization into a US-led liberal world order. Trump has broken with Open Door Globalism in probably lasting ways by adopting an outlook and strategy of neo-mercantilist economic nationalism based upon an ‘America First’ redefinition of US sovereignty and national interests. We explain this Trumpian shift in US foreign policy by focusing on the social sources of Trump’s foreign policy-making elite’s agency, analysing it both in terms of foreign policy-makers’ embeddedness in elite networks and within the changing global and domestic context. The latter, coupled with a crisis of established elite power, also indicates why Biden has not returned to Open Door Globalism but doubled down on some aspects of the Trumpian economic nationalist break.

This book is focused on explaining the grand strategic behavior of the United States from the Founding of the Republic to the Trump administration. To do so it employs a neoclassical realist framework to argue that while systemic change explains the broad evolution of US grand strategy, the precise shape and content of the grand strategies pursued has been conditioned by domestic political culture and interests. The book argues that distinct political cultures of statecraft (Hamiltonian, Jeffersonian, Jacksonian and Wilsonian) have acted as permissive filters through which policy-makers have interpreted and responded to systemic stimuli making some grand strategy choices more likely than others in the pursuit of national security. The book demonstrates that while primacist grand strategies were facilitated by the predominance from the mid-19th century to the early 21st century of the vindicationist Hamiltonian and Wilsonian forms of statecraft, the costs of primacy have now stimulated the resurgence of the long dormant, exemplarist Jeffersonian and Jacksonian forms of statecraft under the Obama and Trump administrations, resulting in grand strategies that seek to either manage or stave off decline in America’s relative power position.

By mid-2015, the Obama presidency will be entering its final stages, and the race among the successors in both parties will be well underway. And while experts have already formed a provisional understanding of the Obama administration's foreign policy goals, the shape of the "Obama Doctrine" is finally coming into full view. It has been consistently cautious since Obama was inaugurated in 2009, but recent events in the Middle East, Eastern Europe, and the Far East have led an increasingly large number of foreign policy experts to conclude that caution has transformed into weakness. In The Obama Doctrine, Colin Dueck analyzes and explains what the Obama Doctrine in foreign policy actually is, and maps out the competing visions on offer from the Republican Party. Dueck, a leading scholar of US foreign policy, contends it is now becoming clear that Obama's policy of international retrenchment is in large part a function of his emphasis on achieving domestic policy goals. There have been some successes in the approach, but there have also been costs. For instance, much of the world no longer trusts the US to exert its will in international politics, and America's adversaries overseas have asserted themselves with increasing frequency. The Republican Party will target these perceived weaknesses in the 2016 presidential campaign and develop competing counter-doctrines in the process. Dueck explains that within the Republican Party, there are two basic impulses vying with each other: neo-isolationism and forceful internationalism. Dueck subdivides each impulse into the specific agenda of the various factions within the party: Tea Party nationalism, neoconservatism, conservative internationalism, and neo-isolationism. He favors a realistic but forceful US internationalism, and sees the willingness to disengage from the world by some elements of the party as dangerous. After dissecting the various strands, he articulates an agenda of forward-leaning American realism--that is, a policy in which the US engages with the world and is willing to use threats of force for realist ends. For more than a century, no US adversary or coalition of adversaries - not Nazi Germany, Imperial Japan, or the Soviet Union - has ever reached sixty percent of US GDP. China is the sole exception, and it is fast emerging into a global superpower that could rival, if not eclipse, the United States. What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response.
