Deforestation is occurring at an alarming rate in many parts of the world, causing destruction of natural habitat and fragmentation of what remains. Nowhere is this problem more pressing than in the Amazon rainforest, which is rapidly vanishing in the face of enormous pressure from humans to exploit it. This book presents the results of the longest-running and most comprehensive study of forest fragmentation ever undertaken, the Biological Dynamics of Forest Fragments Project (BDFFP) in central Amazonia, the only experimental study of tropical forest fragmentation in which baseline data are available before isolation from continuous forest took place.A joint project of Brazil’s National Institute for Research in Amazonia and the U.S. Smithsonian Institution, the BDFFP has investigated the many effects that habitat fragmentation has on plants, invertebrates, and vertebrates. Much of the scholarly and professional literature on development focuses either on the ‘macro’ level of national policies and politics or on the ‘micro’ level of devel- ment projects and household or community socio-economic dynamics. By contrast, this collection pitches itself at the ‘meso’ level with a comparative exploration of the ways in which local institutions – municipalities, local governments, city authorities, civil society networks and others – have demanded, and taken on, a greater role in planning and managing development in the Latin American region. The book’s rich empirical studies reveal that local institutions have engaged upwards, with central authorities, to shape their policy and resource environments and in turn, been pressured from ‘below’ by local actors contesting the ways in which the structures and processes of local governance are framed. The examples covered in this volume range from global cities, such as Mexico and Santiago, to remote rural areas of the Bolivian and Brazilian Amazon. As a result the book provides a deep understanding of the diversity and complexity of local governance and local development in Latin America, while avoiding the stereotyped claims about the impact of globalisation or the potential benefits of decentralisation, as frequently stated in less empirically grounded analysis.

Six contributors explore the role of governments in accelerating the rate of forest destruction by providing direct and indirect subsidies to support what would otherwise be non-commercial logging operations. Without these financial incentives, most timber operations in the tropics would cease. In a series of country-by-country investigations, including examples from the developed and developing worlds, this book documents the government policies that are leading to the misuse of forest resources. Each is written by an authority on the county, and each contains descriptive, analytical and empirical material on key policies and their effects. The final country analysis focuses on the United States, where the consequences of the subsidized timber sales by the US Forest Service from most of the national forests are discussed. The book concludes with an overview of the impact of forest policies and the role of bilateral and multilateral agencies in their formulation.
