China and Russia are perceived as major, long-term competitors with the United States. Since 2014, China and Russia have strengthened their relationship, increasing political, military, and economic cooperation. In this report, the authors seek to understand the history of cooperation between Beijing and Moscow, the drivers of and constraints on the relationship, the potential future of cooperation between China and Russia, the impact of the Chinese-Russian relationship on the United States, and implications for future U.S. policy. The authors find that the main motivations for closer 21st century cooperation between China and Russia are the declining relative power of the United States and the persistent perceived threat from the United States to both China and Russia. If current trends continue, the authors expect the collaborative relationship between China and Russia to be sustained. Absent major (and likely undesirable) changes in U.S. policy, there is little the U.S. government or Army can do to influence the trajectory of the China-Russia relationship. The U.S. military can prepare for the results of greater Sino-Russian cooperation, including by expecting further diffusion of Chinese and Russian military equipment, additional joint planning and exercises, potential joint basing, and eventually the possibility of joint military operations.--page 4 of cover.

The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. The book explores developments in Russia-China relations in the aftermath of the global economic crisis, arguing that the crisis transformed their bilateral affairs, regional liaisons and, crucially, altered the roles both states play on the international arena. Beyond the Amur describes the distinctive frontier society that developed in the Amur, a river region that shifted between Qing China and Imperial Russia as the two empires competed for natural resources. Although official imperial histories depict the Amur as a distant battleground between rival empires, this colourful history of a region and its people tells a different story. Drawing on both Russian and Chinese sources, Victor Zatsepine shows that both empires struggled to maintain the border. But much to the chagrin of imperial administrators, various peoples – Chinese, Russian, Indigenous, Japanese, Korean, Manchu, and Mongol – moved freely across it in pursuit of work and trade, exchanging ideas and knowledge as they adapted to the harsh physical environment. By viewing the Amur as a unified natural economy caught between two empires, Zatsepine highlights the often-overlooked influence of regional developments on imperial policies and the importance of climate and geography to local, state, and imperial histories.
