'The Cost of Being Landlocked' proposes a new analytical framework to interpret and model the constraints faced by logistics chains on international trade corridors. The plight of landlocked developing countries (LLDCs) has naturally received special attention for decades, leading to a specific set of development priorities based upon the concept of dependence on the transit state. Therefore, the standard approach used to tackle the cost of being landlocked has been predominantly aimed at developing regional transport infrastructure and ensuring freedom of transit through regional conventions. But without sufficient attention given to the performance of logistics service delivery to traders, the standard approach is unable to address key bottleneck concerns and the factors that contribute to the cost of being landlocked. Consequently, the impact of massive investment on trade corridors could not materialize to its full extent. Based on extensive data collection in several regions of the world, this book argues that although landlocked developing countries do face high logistics costs, these costs are not a result of poor road infrastructure, since transport prices largely depend on trucking market structure and implementation of transit processes. This book suggests that high logistics costs in LLDCs are a result of low logistics reliability and predictability, which stem from rent-seeking and governance issues. 'The Cost of Being Landlocked' will serve as a useful guide for policy makers, supervisory authorities, and development agencies.

The long-term reduction of hunger and poverty in Sub-Saharan Africa remains one of the great challenges for the international development community. Eliminating hunger and promoting widespread growth in the region inevitably involves agriculture, given its central role in the region’s economies. Over the past 20 years, most African governments have carried out reforms to deregulate agricultural markets and reduce the role of state enterprises. How much has the state actually withdrawn from agricultural markets? Have well-functioning private markets emerged? How successful were these reforms in boosting agricultural production, economic growth, and the incomes of the rural poor? What lessons can we learn from the reform process? The authors of this book address these questions through an analysis based on an extensive review of experiences with reform, focusing on three major agricultural markets: fertilizer, food crops, and export crops. They examine the historical rationales for intervention, the factors contributing to reform, the process of implementation, and the impact of the reforms on farmers and consumers in Sub-Saharan Africa. The authors find that reforms have had many favorable results, but that the impact has been muted by partial implementation and structural constraints. They propose a new agenda for promoting the development of agricultural markets in Sub-Saharan Africa, identifying areas where governments can play a supportive role. They argue that appropriate agricultural marketing policies and investments can improve livelihoods and the economic health of the region.

This study examines transportation alternatives for moving cereals into position for storage under the West African Food Security Regional Reserve agreed to by the Economic Community of West African States (ECOWAS) in 2013, for which cereals were first procured in 2017. It describes the reserve’s management structure and rules for procuring commodities, both types of cereals and preferred sourcing for those purchases. The study identified countries within the 15-nation ECOWAS region where the desired types of cereals are available, and recent sources for imported rice, which is a preferred staple food in ECOWAS member countries even though the region is far from self-sufficient in this commodity. Despite the poor quality of roads and commercial trucks in much of West Africa and the official and unofficial barriers to movement of products across national borders, surface transportation of cereal shipments is determined to be the most economical mode of transportation for servicing the stockholding facilities of the regional reserve for goods originating within the continent. Significant investments are scheduled to be made in railroads that cross national borders within West Africa, as well as in infrastructure for river transport, including inland port facilities and improving navigable channels in key regional river systems, but those modes are not yet viable alternatives to road transport for most of the West Africa region.
