What is the role played by local organizations in transnational environmental advocacy networks? Global Environmentalism and Local Politics revisits this question by looking at transnational environmental activism in Brazil, Ecuador, and India. Rodrigues investigates the internal politics of these networks, focusing on their internal balance of power, choice of strategies, and distribution of resources among members at the international, national, and local levels. Contrary to existing assumptions, local organizations, rather than international or national non-governmental organizations, are the key players in these networks, while at the same time mere participation in transnational advocacy efforts does not necessarily lead to the empowerment of local organizations. Participation may, for example, impose unanticipated political and technical burdens, and despite their overarching common goal of environmental preservation, network members may have different understandings of what environmentally sustainable development is and how it can be best achieved.

"In the late 2000s, ordinary citizens in Jamaica and Mexico demanded that government put a stop to lucrative but environmentally harmful economic development activities -- bauxite mining in Jamaica and large-scale tourism and overfishing on the eastern coast of the Yucatán Peninsula. In each case, the catalyst for the campaign was information gathered and disseminated by transnational advocacy networks (TANs) of researchers, academics, and activists. Both campaigns were successful despite opposition from industry supporters. Meanwhile, simultaneous campaigns to manage land in another part of the Yucatán and to conserve migratory birds in Egypt had far less success. The types of actors involved in transnational advocacy have diversified. Northern NGOs have lost power and influence and been restricted in their access to southern states. Southern NGOs have developed a capacity to undertake advocacy on their own and often built closer relationships with their own governments. International institutions have become more open to southern NGOs and more skeptical of southern NGOs' claims to speak for southern populations. The result is that the boomerang theory, although still useful, no longer provides the broad explanation for advocacy. In Borders among Activists, Sarah S. Stroup challenges the notion that political activism has gone beyond borders and created a global or transnational civil society. Instead, at the most globally active, purportedly cosmopolitan groups in the world—international nongovernmental organizations (INGOs)—organizational practices are deeply tied to national environments, creating great diversity in the way these groups organize themselves, engage in advocacy, and deliver services. Stroup offers detailed profiles of these "varieties of activism" in the United States, Britain, and France. These three countries are the most popular bases for INGOs, but each provides a very different environment for charitable organizations due to differences in legal regulations, political opportunities, resources, and patterns of social networks. Stroup's comparisons of leading American, British, and French INGOs—Care, Oxfam, Médecins sans Frontières, Human Rights Watch, Amnesty International, and FIDH—reveal strong national patterns in INGO practices, including advocacy, fund-raising, and professionalization. These differences are quite pronounced among INGOs in the humanitarian relief sector, and are observable, though less marked, among human rights INGOs. Stroup finds that national origin helps account for variation in the "transnational advocacy networks" that have received so much attention in international relations. For practitioners, national origin offers an alternative explanation for the frequently lamented failures of INGOs in the field: INGOs are not inherently dysfunctional, but instead remain disconnected because of their strong roots in very different national environments.
