How is it that two broadly similar systems of competition law have reached different results across a number of significant antitrust issues? While the United States and the European Union share a commitment to maintaining competition in the marketplace and employ similar concepts and legal language in making antitrust decisions, differences in social values, political institutions, and legal precedent have inhibited close convergence. With The Atlantic Divide in Antitrust, Daniel J. Gifford and Robert T. Kudrle explore many of the main contested areas of contemporary antitrust, including mergers, price discrimination, predatory pricing, and intellectual property. After identifying how prevailing analyses differ across these areas, they then examine the policy ramifications. Several themes run throughout the book, including differences in the amount of discretion firms have in dealing with purchasers, the weight given to the welfare of various market participants, and whether competition tends to be viewed as an efficiency-generating process or as rivalry. The authors conclude with forecasts and suggestions for how greater compatibility might ultimately be attained.

The Russia-Europe relationship is deteriorating, signaling the darkest era yet in security on the continent since the end of the Cold War. In addition, the growing influence of the Trump administration has destabilized the transatlantic security community, compelling Europe—especially the European Union—to rethink its relations with Russia. The volume editors’ primary goal is to illuminate the nature of the deteriorating security relationship between Europe and Russia, and the key implications for its future. While the book is timely, the editors and contributors also draw out long-term lessons from this era of diplomatic degeneration to show how increasing cooperation between two regions can devolve into rapidly escalating conflict. While it is possible that the relationship between Russia and Europe can ultimately be restored, it is also necessary to understand why it was undermined in the first place. Oswald argues that European security autonomy will lead to a more balanced transatlantic partnership, even though American military might will remain far superior. As U.S. leaders indicate a willingness to disengage from their former European protectorate, the Europeanization of Europe's own security needs—their ability to take care of their own crises—will proceed apace. An understanding of this process is key to an American foreign policy that recognizes Europe as a strategic actor in its own right, an indispensable ally with its own military and nonmilitary instruments of crisis management. At the end of the Cold War with the collapse of the Soviet Union in 1991, and the postcommunist transformation of Central and Eastern Europe, the U.S.-led NATO alliance found itself without its erstwhile primary enemy. While NATO found new purpose as guarantor of stability for an increasing membership and crisis manager in Southeast Europe, the alliance's expansion also advanced its transformation from a collective defense organization into a security community. While NATO was redefining itself, the European Union created the institutional and political prerequisites for a European security and defense policy. In his analysis of Europe's emancipation from security dependence on the United States, Oswald expects the economic strength of the European bloc to translate into responsibility for regional security. Yet this is not to say that the EU is emerging as the primary challenger to U.S. hegemony. While most citizens in the West are new to the problems of election hacking, state-sponsored disinformation campaigns, influence operations by foreign security services, and frozen conflicts, citizens of the frontline states between Russia and the European Union have been dealing with these issues for years. The Lands in Between: Russia vs. the West and the New Politics of Russia's Hybrid War contends that these "lands in between" hold powerful lessons for Western countries. For Western politics is becoming increasingly similar to the lands in between, where hybrid warfare has polarized parties and voters into two camps: those who support a Western vision of liberal democracy and those who support a Russian vision of nationalist authoritarianism. Paradoxically, while politics increasingly boils down to a zero sum "civilizational choice" between Russia and the West, those who rise to the pinnacle of the political system in the lands in between are often non-ideological power brokers who have found a way to profit from both sides, taking rewards from both Russia and the West. Increasingly, the political pathologies of these small, vulnerable, and backwards states in Europe are our problems too. In this deepening conflict, we are all lands in between.
