Book Description
Trans-European networks (TENs) are a key theme in the process of integration for the EU as it enters the next millennium. The attainment of these networks stretches across many different areas of European policy and economy. The development of TENs is about establishing a series of infrastructure networks that complement the broad changes in the European economy facilitated by the development of the Single European Market. The book examines the development of TENs in the three key sectors: transport, energy and telecommunications, noting key themes and issues that need to be faced in their attainment. Attention is also paid to common problems in their realisation most notably the financing problems. The EU's strategy to develop these networks is essentially market-led yet, as the financing issues indicate, a consensus between the states in allowing commercial investment in infrastructure is proving elusive.

Book Description
Negotiations are underway to agree the details of the European Union budget for the period of 2007 to 2013 (known as the Financial Perspective), covering the newly enlarged EU of 25 member states. Further enlargement is likely, with Bulgaria and Romania due to join in 2007 and the possible accession of Croatia and Turkey being considered. The Committee's report considers a range of issues in relation to the current budget debate, including the merits of the Commission's proposals within the framework of recent and future EU enlargement; the Common Agricultural Policy; Structural and Cohesion Funds; the Lisbon Agenda; other spending categories; the functioning of the 'Own Resources' and a EU tax; UK abatement and the Commission's proposal for a Generalised Corrective Mechanism. Conclusions reached include support for the UK Government's insistence that the UK rebate is non-negotiable, given the inadequate reforms of the CAP; however, if real reform of the budget was offered, then the UK Government should be prepared to negotiate. Structural funds should be focused on the 10 new member states, as well as the two applicant countries of Romania and Bulgaria, with the phasing out of EU regional development funds for all 'old' member states with the exception of Greece and Portugal.

Book Description
Financing European Transport Infrastructure examines organisational arrangements for planning and financing transport infrastructure in Western Europe. It covers all modes of transport - road, rail, sea, air, urban, and inland waterways - and asks why their financing arrangements are so different. It looks at the division of responsibilities between central and local government, and the growing role of autonomous public bodies, the European Commission and private finance. It examines the consequences of investment failing to keep up with demand - in congestion, environmental damage and slower growth - and the impact of new approaches, including public-private partnerships.

Book Description
The Transition to Sustainability 'details how all nations are repositioning their economies, their societies and their collective purpose to maintain all life on Earth, peacefully, healthily, equitably and with sufficient wealth to ensure that all are content in their survival.' From the Preface The governments of Europe are committed, in principle, to the implementation of sustainable development policies. What will this mean in practice? Most importantly, how compatible is such implementation with other commitments to economic growth and competitive markets? Can it be achieved, and what are the implications for all other policy areas? This book looks at the implications for government, business, taxation, planning, measures of change and local communities within the European Union. Country case studies include Germany, Norway, Greece, Portugal and the UK. The Editors conclude by giving an overview of progress so far, and offer pointers for the future. Policy makers, researchers and students across the range of social sciences will find this a valuable and groundbreaking book.
