"CITIZENSHIP 1928" is a review of the War Department Technical Manual 2000-25, Citizenship. This manual was originally published on 30 November 1928, as authorized by the US Government War Department. It was printed in April of 1929 by the US Government Printing Office. Democratic members of Congress believed it to contain controversial material, which led to the manual being recalled and withdrawn from use within four years of publication. The main discussion in "CITIZENSHIP 1928" focuses on the definition of Democracy as it changes during the 19th century. Consideration of the Congressional Record and newspaper excerpts help explain why the War Department removed the manual from civilian and serviceman training classes in 1932. A complete copy of the original manual, reformatted for easier reading, is included in the book.
