Irrigated agriculture and the use of water resources in agriculture face the challenges of sustainable development. In 1947, British India-the part of South Asia that is today's India, Pakistan, and Bangladesh-emerged from the colonial era with the world's largest centrally managed canal irrigation infrastructure. However, as vividly illustrated by Tushaar Shah, the orderly irrigation economy that saved millions of rural poor from droughts and famines is now a vast atomistic system of widely dispersed tube-wells that are drawing groundwater without permits or hindrances. Taming the Anarchy is about the development of this chaos and the prospects to bring it under control. It is about both the massive benefit that the irrigation economy has created and the ill-fare it threatens through depleted aquifers and pollution. Tushaar Shah brings exceptional insight into a socio-ecological phenomenon that has befuddled scientists and policymakers alike. In systematic fashion, he investigates the forces behind the transformation of South Asian irrigation and considers its social, economic, and ecological impacts. He considers what is unique to South Asia and what is in common with other developing regions. The Government of Egypt is committed to enhancing food security and developing the country’s agricultural sector through the sustainable management of its natural resources and the active improvement of its institutional capacities. The national “Poverty Reduction and Agriculture and Rural Development Strategy” well align with this objective by calling for the promotion of a more efficient and market-oriented agriculture and optimal use of land and water resources. The Ministry of Agriculture and Land Reclamation (MALR), in line with the national Strategy, implemented the On-Farm Irrigation Development in the Old-Lands project (OFIDO), an agribusiness development programme funded by the International Fund for Agricultural Fund (IFAD), with the aim to improve the livelihoods of the rural poor living in selected command areas in Lower, Middle and Upper Egypt. In order to evaluate and define future investment strategies and policies for the implementation of successful interventions in Agricultural Water Management, the Government of Egypt entrusted the Food and Agriculture Organization of the United Nations (FAO) to conduct an independent Technical Assessment and provide a comprehensive overview of the performance of improved irrigation systems in three Governorates in the project area of intervention. The Technical Assessment was carried out in two main complementary phases which allowed a thorough evaluation of both the technical and the economic components of the project.

Rice and potatoes are Afghanistan’s two most staple crops after wheat. Rice production is dependent on water from irrigation canals, with most of Afghanistan’s irrigation infrastructure in disrepair, farmers are vulnerable. Between 2016 and 2018, FAO in Afghanistan (FAOAF) and the Ministry of Agriculture, Irrigation and Livestock (MAIL) rehabilitated irrigation infrastructure and laid the foundations of a virus-free potato seed industry in three provinces (Kunduz, Baghlan and Takhar). The project enhanced food production and contributed to the Government’s agricultural development and food security objectives. The evaluation recommends that future irrigation rehabilitation includes training to demonstrate improved cropping practices to help farmers build their resilience to external shocks. Training of potato farmers and enterprises involved in the industry will help determine the sustainability of the industry beyond the end of the project.
