"Small open economies like those making up the countries of the Caribbean region share a number of fundamental problems of economic management which ultimately affect the entire development process. Co-authors Bhoe Tewarie and Roger Hosein use Trinidad and Tobago and the management of its energy resources as a case study to examine some of the development challenges that face countries of the region. They make the point that in spite of that country s abundant energy resources which has allowed it to grow at a comparatively rapid rate, Trinidad and Tobago, like lesser endowed CARICOM partners, has had to cope with challenges such as diversification, human development, managerial capacity and institutional weakness, all of which contributed to seven consecutive years of decline between 1983 and 1990. Not only is the availability of resources no guarantee for economic success, it also creates unique problems and in the case of Trinidad and Tobago, this is manifested in uneven development in the energy sector compared to other sectors of the economy and society. While the volume focuses on Trinidad and Tobago, there is ample discussion of a range of issues that affect the entire region extending from trade within CARICOM to globalization, open regionalism, relations with the United States, human capital formation and the role of education systems and educational policy in the development process. The election of Ronald Reagan as President of the United States in November 1980 opened a new chapter in international relations; U.S. foreign policy shifted from an alliance-based, consensual approach to one based on a more overt use of its immense economic and, above all, military power. This policy entailed some stark choices for the U.S.A.’s allies and neighbours and, above all, for the small countries of Central America and the Caribbean. This revealing book tells the story of the Caribbean Basin Initiative (CBI), through which the new assertion of U.S. hegemony in the region was expressed. The CBI entitled “friendly” countries of the region (i.e., excluding Cuba, pre-invasion Grenada and Nicaragua) to military and economic aid plus incentives, modelled on the so-called “Puerto Rican miracle,” so as to reorient their trade towards the U.S.A. The authors carefully compare the claims made for the CBI with its underlying political objectives and examine its actual impact on regional development through detailed case studies of the Eastern Caribbean and Trinidad. Also examined are the impact of the CBI on Caribbean regional integration and the responses of Canada and Britain, the two other major countries with long-standing political and economic interests in the Caribbean. What emerges from this investigation is the way the CBI reflects the U.S.A.’s historic quest for regional dominance, rather than a new era in Caribbean development.

Thirty years after the region embarked on large-scale liberalization, trade policy could have been expected to become all but irrelevant. Instead, a mismatch between expectations and what could realistically be delivered set the stage for much of the disappointment, skepticism, and fatigue regarding trade policy in the region, particularly in the early 2000s. By setting the bar unrealistically high, governments and analysts made trade policies an easy target for special interests that were hurt by liberalization and for those ideologically opposed to free trade. The most immediate victims were the more tangible growth and welfare gains, whose relevance was lost amid the noise of grandiose visions.

We revisit the relationship between international trade, economic growth and inequality with a focus on Latin America and the Caribbean. The paper combines two approaches: First, we employ a cross-country panel framework to analyze the macroeconomic effects of international trade on economic growth and inequality considering the strength of trade connections as well as characteristics of countries’ export markets and products. Second, we consider event studies of past episodes of trade liberalization to extract general lessons on the impact of trade liberalization on economic growth and its structure and inequality. Both approaches consistently point to two broad messages: First, trade openness and connectivity to the center of the trade network has substantial macroeconomic benefits. Second, we do not find a statistically significant or economically sizable direct impact of trade on overall income inequality.
