In keeping with a congressional mandate (Public Law 104-484) and the Chemical Weapons Convention, the United States is currently destroying its chemical weapons stockpile. The Army must ensure that the chemical demilitarization workforce is protected from the risks of exposure to hazardous chemicals during disposal operations and during and after facility closure. Good industrial practices developed in the chemical and nuclear energy industries and other operations that involve the processing of hazardous materials include workplace monitoring of hazardous species and a systematic occupational health program for monitoring workers' activities and health. In this report, the National Research Council Committee on Review and Evaluation of the Army Chemical Stockpile Disposal Program examines the methods and systems used at JACADS and TOCDF, the two operational facilities, to monitor the concentrations of airborne and condensed-phase chemical agents, agent breakdown products, and other substances of concern. The committee also reviews the occupational health programs at these sites, including their industrial hygiene and occupational medicine components. Finally, it evaluates the nature, quality, and utility of records of workplace chemical monitoring and occupational health programs.

New National Ambient Air Quality Standards for airborne particles smaller than 2.5 micrometers, called PM2.5, were issued by the U.S. Environmental Protection Agency (EPA) amidst scientific uncertainty and controversy. In response to a request from Congress, Research Priorities for Airborne Particulate Matter, the first of four books in a series, offers a conceptual framework for an integrated national program of particulate-matter research, identifies the 10 most critical research needs linked to key policy-related scientific uncertainties, and describes the recommended timing and estimated costs of such research. The committee concludes that EPA should devote more resources to investigating the relationships between fixed-site outdoor monitoring data and actual human breathing-zone exposures to ambient particulate matter and to identifying the most biologically important constituents and characteristics of particulate matter through toxicological studies. The recommended research activities are critical to determining actual exposures of human subpopulations most susceptible to harm from the most hazardous constituents of particulate matter. Future research will be an investment in public health and a means to ensure that resources spent on control technology and regulatory compliance will have a reasonable probability of success.

Generations ago, salmon were abundant from central California through Idaho, Oregon, and Washington to British Columbia and Alaska. Now they have disappeared from about 40 percent of their historical range. The Committee on Ozone-Forming Potential for Reformulated Gasoline was asked whether the existing body of scientific and technical information is sufficient to permit a robust evaluation and comparison of the emissions from motor vehicles using different reformulated gasolines based on their ozone-forming potentials and to assess the concomitant impact of that approach on air-quality benefits of the use of oxygenates within the RFG program. As part of its charge, the committee was asked to consider (1) the technical soundness of various approaches for evaluating and comparing the relative ozone-forming potentials of RFG blends, (2) technical aspects of various air-quality issues related to RFG assessment, and (3) the sensitivity of evaluations of the relative ozone-forming potentials to factors related to fuel properties and the variability of vehicle technologies and driving patterns.

During the 1950s and 1960s, the U.S. Army conducted atmospheric dispersion tests in many American cities using fluorescent particles of zinc cadmium sulfide (ZnCdS) to develop and verify meteorological models to estimate the dispersal of aerosols. Upon learning of the tests, many citizens and some public health officials in the affected cities raised concerns about the health consequences of the tests. This book assesses the public health effects of the Army's tests, including the toxicity of ZnCdS, the toxicity of surrogate cadmium compounds, the environmental fate of ZnCdS, the extent of public exposures from the dispersion tests, and the risks of such exposures.

The National Aeronautics and Space Administration (NASA) has developed spacecraft maximum allowable concentrations (SMACs) for contaminants that might be found in the atmosphere within spacecraft during space missions to ensure the health and well-being of astronauts traveling and working in this unique environment. In volume 1 of this series, NASA developed SMACs for 11 compounds: acetaldehyde, ammonia, carbon monoxide, formaldehyde, Freon 113, hydrogen, methane, methanol, octamethyltrisiloxane, trimethylsilanol, and vinyl chloride. Volume 2 includes SMACs for 12 more airborne contaminants: acrolein, benzene, carbon dioxide, 2-ethoxyethanol, hydrazine, indole, mercury, methylene chloride, methyl ethyl ketone, nitromethane, 2-propoanol, and toluene. In developing SMACs from the toxicological literature, NASA followed the Guidelines for Developing Spacecraft Maximum Allowable Concentrations for Space Station Contaminants published in 1992 by the National Research Council.
