Recent events in Crimea and Eastern Ukraine should be a wake-up call for NATO and the UK. NATO has serious deficiencies in its command and control structures, in its ability to predict and give adequate warning of potential attack, and in the readiness of its forces. NATO may not have the collective political will to take concerted action to deter attack. Russian Federation actions in Ukraine have now raised the prospect, however unlikely, of a Russian attack on a NATO Member State. NATO needs to reorder, train and exercise its capabilities to be able to defend against both eventualities. The UK Government needs to take the lead at the NATO Summit in Wales in September to ensure that NATO is ready to face such threats. The Committee's specific recommendations call for: pre-positioning of military equipment in the Baltic States; a continuous presence of NATO troops on training and exercises in the Baltic; re-establishment of large-scale military exercises including all NATO Member States and involving political decision makers; improvements to the NATO rapid reaction force and the possible establishment of a new Standing Reserve Force for NATO; improvements to processes for warning of imminent attack; radical improvements in Russian expertise in the UK government, allowing for real analysis and assessment of the Russian threat; development of new tactics to respond to the threat of "ambiguous" attacks from Russia - including how to counter threats from cyber, information warfare, and irregular militia; and a reconsideration of Article 5, to allow response to less conventional attacks.

In this report the Defence Committee argues that the capabilities of HM Forces should be determined not by budgetary constraints but by a fully-developed strategy which defines the position in the world that the UK wants to adopt. The report urges the government to produce a comprehensive national security strategy in the first place and let that document, along with the Comprehensive Spending Review (CSR), direct the next Strategic Defence and Security Review (SDSR). The allocation of resources will be based on national spending priorities set to meet the nation's security needs. There is a danger of defence becoming a matter of discretionary spending. Decisions about the expeditionary capability that the UK retains must be based on proper strategic decision making about the UK's place in the world and not simply flow from the "horse-trading" that surrounds the CSR process. The report points to a lack of understanding amongst the public of why we have Armed Forces. General sympathy and support for the Armed Forces must not obscure a hard-headed understanding of what they are for. The process of producing the next Defence and Security Review is the opportunity to engage the public in understanding the future of the Armed Forces. The Committee has very real concerns about the focus that will be given to the number of asymmetric security threats to the UK, such as from terrorism or cyber attack. The Government must think more strategically about the resilience of the country's critical infrastructure and recovery following an attack.

This open access volume surveys the state of the field to examine whether a fifth wave of deterrence theory is emerging. Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. The document 'The Strategic Defence Review: a new chapter' (Cm. 5566, Vol. 1; ISBN 0101556624) was published by the Ministry of Defence (MoD) in July 2002, in the light of the September 11 terrorist attacks in the US. It examined the strength of the UK's defence and security policy and proposed a number of changes to the priorities and plans as set out in the 1998 Strategic Defence Review (SDR), in order to respond effectively against these new developments in international terrorism. The Committee's report examines how far the 'New Chapter' has met its objectives and whether it was an appropriate response to security interests and defence needs. The report focuses on issues of doctrine, concepts and general policy. The Committee's findings include: support for the creation of volunteer reserve Civil Contingency Reaction forces, but notes concerns over the effects on the normal activities of volunteer Reserves; lack of a proper debate on how to strike the right balance in combating terrorism between the use of military operations overseas and home defence; and concern that the MoD's proposed changes will further strain the UK's already stretched armed forces. It concludes that the MoD's decision to limit the scope of the 'New Chapter' to the specific threat from international terrorism has failed to take account of wider policy issues; and as a result, has highlighted many areas where recent developments are making the original SDR look increasingly out of date.

Military intervention in a conflict without a reasonable prospect of success is unjustifiable, especially when it is done in the name of humanity. Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.
