The Joint Africa-European Union Strategy, adopted at the Lisbon Summit in December 2007, was intended to overcome an unequal partnership between the African and European continents by establishing a framework of cooperation based on shared values and common objectives. However, in the first implementation phase it became clear that these conditions were far from being fully realized. In particular, the Partnership on Peace and Security has shown a tendency to institutionalize dialogue and crystallize practices of cooperation along the well-established Brussels-Addis Ababa axis, while efforts to engage with other crucial actors remain to some extent limited. This paper focuses on the sub-optimal involvement of two crucial stakeholders, namely African regional organizations and civil society actors. It presents the main findings and policy recommendations of a study concluded by IAI in September 2012, with the support of the Foundation for European Progressive Studies (FEPS) and the European Parliament.

Interregional cooperation in peace and security as key feature of the EU external relations is particularly relevant in Africa-EU relations. However, these efforts have not been systematically evaluated to date. Focusing specifically on interregional peace operations, this volume provides the first comprehensive evaluation of the Africa-EU Partnership on Peace and Security. The Joint Africa-European Union Strategy (JAES), adopted at the Lisbon Summit in December 2007, was conceived to overcome the unequal partnership between the African and European continents by establishing a framework of cooperation based on shared values and common objectives. In particular, it was designed as an inclusive and people-centred partnership, aimed at involving both institutional and non-institutional actors beyond the Brussels-Addis Ababa axis. However, already during the first implementation phase (2008-2010), it became clear that these conditions were far from being fully realized and needed a longer timeframe to display their potential. The Tripoli Summit in November 2010 and the second Action Plan (2011-2013) have tried to address some of these problems, but full implementation of the Joint Strategy is still a work in progress. This study analyses the sub-optimal involvement of two main stakeholders, namely African regional organizations - Regional Economic Communities (RECs) and Regional Mechanisms (RMs) - and civil society actors, especially non-governmental organizations. It addresses current engagement in and the potential of civil society's contribution to Africa-EU relations in the field of peace and security, by looking at their interaction with institutions on the continent and their added value in sectors such as early warning, crisis management, mediation and training. Finally, it offers some policy recommendations for the future implementation of the Joint Strategy, in particular on the issues of dialogue, capacity-building and funding. This study has been conducted by IAI in the framework of the project "Strengthening the Africa-EU partnership on peace and security: how to engage African regional organisations and civil society", commissioned by the Brussels-based Foundation for European Progressive Studies (FEPS) with the support of the European Parliament. Broadening the Debate on EU–Africa Relations is designed to expand the scope of our understanding of the multi-layered relationship between the European Union and African political actors in order to shape both the academic and policy level discourse. This book discusses the many legal aspects arising in relation to the maintenance of peace in Africa. Over the past twenty years, the majority of peace operations have been deployed on this continent, most of them established by the UN Security Council, sometimes in cooperation with the African Union and other African regional organizations, with contributions from the European Union and NATO. In some cases, the African Union has invoked its ‘primary responsibility for promoting peace, security and stability in Africa’, thus questioning the legal partnership between UN and regional organizations provided for in Chapter VIII of the UN Charter. The peace operations deployed in Africa have sometimes received a very robust mandate, which also includes the use of force and the protection of civilians’ human rights. The implementation of this broad mandate, which goes well beyond the traditional ‘peacekeeping approach’, requires considerable human and economic resources. Moreover, it raises several issues of concern with regard to the impact on the economic and political systems of the states in which the operations are deployed and, more generally, on the exercise of sovereignty over their territorial communities by these states. Offering an update for lawyers in practice and in academia interested in the field of international law, the book also contributes to the theoretical studies concerning the activities of international organizations, focusing on one of the most challenging issues to emerge in recent times.
