Specifically, this research sought to examine the quality management, quality assurance, and manufacturing process and methods. The study revealed that the continuous improvement system of the firms focuses on optimizing internal processes. As a whole, the manufacturing firms must strive to continuously improve their methods and processes by incorporating the knowledge, skills and experiences of the employees. The researcher simply apply the TQM objectives: “Do the right things, right the first time, and every time.” Hence, the manufacturing firms must assure a regular monitoring of the implementation of the TQM and conduct regular training programs in quality assurance procedures, and cost effectiveness among employees.

Quality management is vital for the garments industry in order to remain competitive. Determining practices that have significant effects on a firm's performance will identify those that should be highly implemented in the firm. This study analyzed the relationship between quality management practices of infant's wear manufacturing exporters in the Philippines and their organizational performance in terms of average sales and average market share for the years 2001-2002. It also aims to determine the differences in the quality management practices used by these companies and what particular practices have a greater impact on organizational performance. A survey, together with informal interviews and observations, were used to determine such. Quantitative data from financial statements was used for organizational performance measures. One hundred forty-one (141) companies - 116 small firms, 17 medium firms and 8 big firms, participated in the study. Using Spearman's rank correlation, results showed significant differences in the quality management practices of infant's wear manufacturers with 69% variation for the small firms, 19% for medium firms and 12% for big firms. Regression analysis proved that a 90 % relationship exists between quality management practices and organizational performance for the whole infants wear manufacturing industry. To improve the regression analysis, maximum likelihood estimates (MLE) was used. MLE results showed skillC (quality-related trainings are given to managers and supervisors), methodC (in-process inspection), spreadB (people are aware of overall mission, goals and objectives) and topmgtC (top management has goals and objectives for quality performance and improvement) directly and positively affect average sales and market share; while topmgtA (top management involvement & commitment to quality performance), skillD (skills-related trainings are given to managers and supervisors), methodB (product inspection before costly or irreversible processes), and methodD (quality inspectors after production process) significantly but indirectly affect average sales and market share. Of these, only topmgtC (ave = 3.800), methodC (ave = 3.6286), topmgtA (ave = 3.917) and method D (ave = 3.8857) are highly implemented. Thus, some practices that are highly significant and affects organizational performance of infant's wear manufacturing exporters are not used extensively as should be. Percentage effect of the above variables to market share of small, medium and big firms were -6.04, -0.76 and 0.47, respectively. These results proved that a greater extent of implementation of quality management practices, as in the case of the big firms, resulted to a higher effect on sales and market share. Total quality management (TQM) practices are those few critical factors which are key to successful implementation of TQM in an organization, whether it is manufacturing, service, public or SMEs. Proper application of TQM will improve the business performance of the organization globally, and hence, results in increased competitive advantage. This could only be possible if proper identification of those key TQM practices or critical success factors (CSFs) which are critical for successful application of TQM are made and then implementing all the identified TQM practices effectively. The aim of this paper is to explore the different TQM practices in two different sectors by reviewing the literature on TQM practices followed by manufacturing and service industries. To accomplish this objective, a survey of published research studies on manufacturing industries and on service industries were selected. The studies selected for this purpose focused on the TQM practices used by them. The finding indicates that broadly the same set of identified TQM practices do exist and are applicable to both the sectors. A total of 42 TQM practices in manufacturing industries and 43 for service industries were indicated by these studies. The results of this paper will help managers to implement TQM in their organizations successfully through the use of the common identified TQM practices. Future research can concentrate on refining and further validating the TQM practices developed in this paper by applying it in different manufacturing and service industries.

The development of the quantitative TQM assessment model in large Philippine manufacturing companies involved the identification of indicators through concept mapping. The latent statistical relationships among the variables were examined using principal components analysis and multi- collinearity analysis. Categorized into four clusters, the levels of TQM adoption among the respondent organizations were found to be distinct and well-discriminated from each other. Multi-axial graphs of the various cases show that while there are some striking similarities across the sample companies, there are subtle differences that separate companies from one another. Four relevant indicators surfaced as predictor variables from a Multiple Linear Regression analysis. This exploratory work on large-scale companies shows that there is a need for organizing benchmarking efforts by looking at quantifiable variables as measures for continuously improving the competitive advantages of companies.
