Major Thomas Cogswell writes, I wrote to the Quarter Master General on the 17th Instant in which I express'd my desire to know how the Artillery was to be furnished with horses, as we had but five on hand that would answer - Since I saw you at Head Quarters I received his answer of the 24th at Philadelphia, in which he writes thus unless there should be a prospect of active Service, I presume Artillery horses will not be call'd for - It seams by that, as though he was not made provision for horses, as was expected, and has no Idia of the Parks mooving, at present. it will be impossible to moove the Park without horses, but what ever you conclude upon so far, as is in my power, I shall cheerfully carry your Orders into execution.

Declares he intended to return to Annapolis but was unable due to circumstances outside of his control. Delivered to Colonel Carrington the horses Governor Lee provided, for use in the Southern states, but one died before they reached Alexandria. The cannon Governor Lee furnished the army with were initially to be used against Lord Cornwallis, but had to be left with Rochambeau to defend York and Gloucester. Suggests that if the state of Maryland needs cannon for its own use, it can take those captured from the enemy, although doing so would stop the cannon from being part of a battery train for continental purposes.
