Excerpt from Thirty Years, Anglo-French Reminiscences (1876-1906) This book is due to a request made some years ago for a volume of memoirs. The present reminiscences include so much about myself that they are in fact memoirs as regards my connection with France and the genesis and fulfilment of the Entente. My Anglo-German reminiscences, which cover a longer period, my short but intensely busy stay in America in 1903-4, my connection with the solution of the Balkan crisis of 1908-9, and other matters not directly affecting Anglo-French relations, with which I have had to do, are beyond the scope of and are not dealt with in the present volume. I have tried throughout to preserve the more or less colloquial style which the title of the book implies, and have avoided as much as possible writing a history of Anglo-French relations under the Republic. When the archives of the two Foreign Offices and the letters and memoirs of several foreign ministers and diplomatists still living become available, a future generation will be better able than any contemporary writers to understand the true meaning of events which at present we can only interpret by surmise. These reminiscences not only are not intended to give a consecutive or exhaustive narrative of the period they cover, but they relate only to the matters with which I have been more or less in contact, and the reader must look for nothing further. This work, intended to commemorate the centenary of the Entente Cordiale in 2004, examines aspects of Anglo-French relations since the late eighteenth century when both Britain and France were pre-eminent great powers at war with one another through to the post-Second World War period when both had become rival second class powers in the face of American and Soviet dominance. The chapters in this book examine and illuminate the nature of the Anglo-French relationship at certain periods during the last two hundred years, both in peacetime and in war and include political, economic, diplomatic, military and strategic considerations and influences. While the impact of Anglo-French relations is centred essentially on the European context, other areas are also considered including the Middle East, Africa and the North Atlantic. In the spring of the year 1898 the long rivalry of Britain and France in West Africa reached a dangerous climax. The West African crisis was but one aspect of an extensive Anglo-French contest for colonial possessions which characterized the final decade of the nineteenth century. Competi tion for dominion went on relentlessly in the Nile Valley, along the banks of the Mekong in Southeast Asia, and within the territories of the Niger River Bend. The Upper Nile dispute dwarfed all others; and ultimately the inability of Britain and France to settle this question through diplo matic negotations was to lead to the confrontation at Fashoda. Simulta neously, however, a more obscure struggle was in process, namely the contest for possession of the thousand mile stretch of the Middle Niger. Aside from an infrequent flurry of diplomatic activity occasioned by the foray of an English or French officer into the little known realms of the Niger Bend, the protracted struggle for control of the river artery received scant notice. The Foreign Offices in both France and Britain traditionally regarded the region as one of secondary interest and tended to subordinate it to more pressing concerns. Even the eruption of a dan gerous crisis in West Africa in the spring of 1898 was somewhat over shadowed by the subsequent incident at Fashoda so that the earlier cli max appeared mainly a curtain raiser.
