The war with Iraq has shown the lethality and potential impact that the presence of ballistic missiles and non-conventional warheads may have in a region. The purpose of this paper is to examine the proliferation of ballistic missiles and the impact that this will have on the operational commander and his planning. The proliferation of missiles in the Third World is analyzed by examining the reasons why countries proliferate, how they procure their programs, and what the threat is. The associated area of space systems is also investigated to show how the two developments may be interrelated. Next, the impact that the presence of missiles pose on the planning and conduct of operations by the commander are explored. Finally, the possible options that the commander has in responding to the threat are analyzed. Even though the threat is very real and a major consideration in crises or conflicts, the commander does have some viable options in dealing with it. He must be aware of the capabilities and limitations of the threat and the political and military impact of its potential use and incorporate these considerations into his planning process. Since the beginning of the crisis precipitated by Iraq's invasion of Kuwait in August 1990, the threat posed by Iraq's arsenal of ballistic missiles has been the focus of international attention. In the opening days of the U.S.-led military counteroffensive beginning on January 16, 1992, Iraq launched ballistic missiles against population centers in Israel and military bases in Saudi Arabia. The attacks intensified the terror of the war and prompted renewed efforts by the multinational force to destroy Saddam Hussein's military machine. The countries aligned against Iraq were prepared for attacks by chemically armed missiles, but Iraq's missile force proved to be of little military consequence. The missiles that survived the opening hours of Operation Desert Storm were conventionally armed, inaccurate and unreliable. Most of those that were actually launched either were intercepted by American antimissile defenses or failed to hit vital targets. But the political impact of the missiles was inestimable. More than twenty Third World countries either possess surface-to-surface missiles or are trying to develop or acquire them. Current trends suggest that the number of countries with missiles will increase in the 1990s and that the capabilities of the available systems will also grow. W. Seth Carus assesses the threat of such proliferation to United States military forces as well as those of its allies operating in the Third World. The book studies the military utility of these missiles to the countries that possess them and covers the various military responses of Third World countries to missile proliferation. Carus also examines the various attempts the United States has made to slow the proliferation of ballistic missiles. Washington has joined many of its allies in the Missile Technology Control Regime (MTCR), a suppliers agreement designed to restrict exports of missiles and missile technologies to the Third World. According to Carus, efforts have been made to persuade the Soviet Union, China and other countries to abide by the provisions of the MTCR. China’s anti-ship ballistic missile (ASBM), the DF-21D, has reached the equivalent of Initial Operational Capability. Although it probably has been deployed in small numbers, additional challenges and tests remain. This study examines the ASBM’s capability and history, showing how the DF-21D meets multiple priorities in Chinese defense modernization and in the national security bureaucracy, as well its implications for the United States. The ASBM’s physical threat to U.S. Navy ships will be determined by the development of associated systems and organizations, which currently limit data fusion and coordination in the complex task of identifying a U.S. aircraft carrier in the open ocean. Still, the ASBM poses a direct threat to the foundations of U.S. power project in Asia and will undermine the U.S. position, unless efforts to counter its political-military effects are taken.
