To meet its expenses, Congress has made an appropri ation. The size of its task is evidenced by the fact that its activities have to do with all classes of camps and cantonments under the jurisdiction of the War Depart ment. Some of these camps contain as many as men, and the problem of arranging and ordering their leisure-time opportunities must be promptly and effec tively met. The following pages describe more in detail what progress has been made along each particular line up to October 1 5, when this pamphlet went to press.
