It is particularly timely that with the increased emphasis on space within the U.S. Air Force, in light of the ongoing HQ USAF efforts toward air and space integration into a true aerospace force, and in the wake of the 1998 INSS conference "Spacepower for a New Millennium," this work represents the initiation of the Space Policy Series of INSS Occasional Papers. In this paper, Dr Joan Johnson-Freese presents an examination of past U.S. policy and international treaty interpretations on anti-satellite weapons (ASAT) in space within the context of the organizational politics surrounding questions of developing and deploying these systems. With the ever-increasing American commercial and military reliance on space, these questions are particularly timely, and it is our hope that the debate on ASATs -- indeed on the larger issues of weaponization of space -- can be better informed by this paper.

Whether to pursue the continued development of a United States antisatellite in the 199Os will prove a difficult choice for defense planners. Making a case for the weapon system in the bipolar world seems intuitively obvious to ASAT advocates. The US was faced with a formidable foe possessing weapons in superior numbers in many categories. The Soviet Union also recognized the force-multiplier effect space systems had for its forces made the Soviet Union appear an even more formidable enemy. Pursuing a US ASAT in that era appeared to many a logical, necessary choice to negate such advantages. Responding to the perceived threat, the Eisenhower, Kennedy, and Carter administrations chose a two-track policy for the US ASAT program-arms control and ASAT research and development short of actual deployment. The Reagan and Bush administrations chose a different policy, opting for outright deployment convinced that verifiable arms controls on ASATs were unachievable and Soviet space systems must not be allowed to operate in sanctuary. Fearing an escalation of the arms race to space, Congress, in large part, has thwarted the plans of these administrations with ASAT testing bans and reduced funding. A new ASAT policy seems appropriate as the US faces an entirely new, but uncertain, threat with the disintegration of the Soviet Union and the rise of a multipolar world. Analyzing the ASAT debate from the past and the dynamics of the emerging space environment and threat can help in formulating that new ASAT policy-a continued ASAT research and development program, short of production and deployment, and arms control combined with collective security to diminish threat uncertainty.

The Army has a history of leading the services in the space control mission area. The technology development for anti-ballistic missile (AEM) systems served as a logical precursor to the United States first operational anti-satellite (ASAT) capability called the Nike-Zeus. Today the Army is pushing two new space control programs through the Total Army Analysis (TAA) process. One unit is the Space Counter Surveillance and Reconnaissance (SCRS) system and the other is the Space Electronic Warfare System (SEWS). This Strategy Research Paper will investigate United States policy on the use of space control negation systems and it will review Joint and Army Doctrine on the Command and Control of Space Forces. It will conclude with recommendations for a clarification of U.S. Space policy actions to clarify roles and missions for each service in space operations and improvements to command and control of joint theater space forces.
