Not only the embryo' teacher, but the teacher in active service, must get and keep in touch with the best that is being done and said in the field of education if our educational system is not finally to break down of its own weight. For the teacher Who-cannot afford the time to study at some institution, there is still open the recourse of the reading of professional books. But treatises on education are produced today in such numbers that it is often very difficult to win now the wheat from the chaff, and pick those books which will be of some definite service. Mere titles sometimes tell little, advertisements often bewilder more than they aid. From time to time, there have come to the Department of Education requests for lists of books on special topics or in the general field of educational theory. This bulletin is an attempt to give a descriptive list of books of value to two classes of teachers; to superintendents of school systems and to high school teachers and principals. It is hoped later to issue bulletins having a more definite reference to other class es of teachers, but limitations of space have made necessary this restriction in the present publication. Books dealing only with elementary school problems, with those of the rural school, the farm-life school, etc., have been with one or two exceptions, omitted, since it seemed best to focus on high school problems and those of general reference, rather than to attempt to scatter ove-r the whole field in such limited space. At the outbreak of the Civil War, the men of the 30th North Carolina rushed to join the regiment, proclaiming, "we will whip the Yankees, or give them a right to a small part of our soil--say 2 feet by 6 feet." Once the Tar Heels experienced combat, their attitudes changed. One rifleman recorded: "We came to a Yankee field hospital ... we moved piles of arms, feet, hands." By 1865, the unit's survivors reflected on their experiences, wondering "when and if I return home--will I be able to fit in?" Drawing on letters, journals, memoirs and personnel records, this history follows the civilian-soldiers from their mustering-in to the war's final moments at Appomattox. The 30th North Carolina had the distinction of firing at Abraham Lincoln on July 12, 1864, as the president stood upon the ramparts of Ft. On an autumn day in 1866, Wiley Ambrose and Hepsey Saunders, two former slaves who lived as husband and wife, received a knock at their door. Three men from a plantation in Brunswick County, North Carolina, presented court-ordered apprenticeship papers authorizing the immediate seizure of the couple's daughters, fifteen-year-old Harriet and thirteen-year-old Eliza. After a brief stay in jail with other children, the sisters were sent to work as plantation servants and field hands until age twenty-one. With that startling example, Karin L. Zipf begins Labor of Innocents, the first comprehensive exploration of forced apprenticeship in North Carolina. Zipf refuses to nostalgically view apprenticeship as a benign form of vocational training for children and instead presents irrefutable evidence that the institution existed as a means to control the composition and character of families, to provide alternate sources of cheap labor, and to ensure a white patriarchal social order. Codified by law, involuntary apprenticeship allowed courts not only to define who was an unacceptable parent but also to indenture their children. Disproportionately affected were the poor. Zipf details the continual fluidity of the institution from its colonial origins to its twentieth-century demise. Over two hundred years, the definition of an unfit head of household variously included black men, any woman, and widowed or unmarried white women, depending upon the current social and political agenda of authorities. Parents of both races and sexes challenged the laws vigorously and repeatedly to no effect until progressive reforms ended apprenticeship in 1919 with passage of the Child Welfare Act. An impressive blend of legal, social, and labor history, Labor of Innocents illuminates past concepts of family and the realities families endured.

Bondspeople who fled from slavery during and after the Civil War did not expect that their flight toward freedom would lead to sickness, disease, suffering, and death. But the war produced the largest biological crisis of the nineteenth century, and as historian Jim Downs reveals in this groundbreaking volume, it had deadly consequences for hundreds of thousands of freed people. In Sick from Freedom, Downs recovers the untold story of one of the bitterest ironies in American history--that the emancipation of the slaves, seen as one of the great turning points in U.S. history, had devastating consequences for innumerable freed people. Drawing on massive new research into the records of the Medical Division of the Freedmen's Bureau-a nascent national health system that cared for more than one million freed slaves-he shows how the collapse of the plantation economy released a plague of lethal diseases. With emancipation, African Americans seized the chance to move, migrating as never before. But in their journey to freedom, they also encountered yellow fever, smallpox, cholera, dysentery, malnutrition, and exposure. To address this crisis, the Medical Division hired more than 120 physicians, establishing some forty underfinanced and understaffed hospitals scattered throughout the South, largely in response to medical emergencies. Downs shows that the goal of the Medical Division was to promote a healthy workforce, an aim which often excluded a wide range of freedpeople, including women, the elderly, the physically disabled, and children. Downs concludes by tracing how the Reconstruction policy was then implemented in the American West, where it was disastrously applied to Native Americans. The widespread medical calamity sparked by emancipation is an overlooked episode of the Civil War and its aftermath, poignantly revealed in Sick from Freedom.

Politicised Cinema demonstrates how taking a collection of seemingly apolitical films and using them as an instrument for serving explicit political aims can be used as a force for good. Through an analysis of Orient: A Survey of Films Produced in Countries of Arab and Asian Culture, a film catalogue published by UNESCO and the BFI in 1959 to promote intercultural understanding between the East and the West, this book argues for the importance of studying the ways the interpretation of films can be guided to serve a specific political agenda, even when the films themselves were originally produced with very different aims in mind. The author focuses on how the catalogue positions culture and its cinematic representations as a marker of difference between the Eastern and Western worlds, and shows that even major cultural conflicts such as the Cold War and the decolonisation process can be reframed in service of UNESCO’s cultural diplomatic agenda.
