The Social Security Advisory Committee undertook a public consultation exercise as part of their review of universal credit and related regulations and reported that the majority of respondents were broadly supportive of the Government's ambitions to simplify the benefits system. The Committee made 36 recommendations across six broad themes: overarching issues; self employment; housing; the benefit cap; conditionality and sanctions; and claims and payments. The Government brings forward regulations which address a number of the Committee's concerns and make improvements to the way in which universal credit will operate. These include the detailed arrangements for self-employed people, provisions to pay housing cost support for those living in supported exempt accommodation outside of universal credit, and provisions to provide alternative payment arrangements to support claimants as they move to universal credit. The Government also accepts the Committee's recommendations to monitor and evaluate the impact of the implementation of universal credit. The Department is also assembling an export advisory group to help with the evaluation of universal credit

In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. For patients and their loved ones, no care decisions are more profound than those made near the end of life. Unfortunately, the experience of dying in the United States is often characterized by fragmented care, inadequate treatment of distressing symptoms, frequent transitions among care settings, and enormous care responsibilities for families. According to this report, the current health care system of rendering more intensive services than are necessary and desired by patients, and the lack of coordination among programs increases risks to patients and creates avoidable burdens on them and their families. Dying in America is a study of the current state of health care for persons of all ages who are nearing the end of life. Death is not a strictly medical event. Ideally, health care for those nearing the end of life harmonizes with social, psychological, and spiritual support. All people with advanced illnesses who may be approaching the end of life are entitled to access to high-quality, compassionate, evidence-based care, consistent with their wishes. Dying in America evaluates strategies to integrate care into a person- and family-centered, team-based framework, and makes recommendations to create a system that coordinates care and supports and respects the choices of patients and their families.
