This thesis analyzes the determinants of change in the doctrine and force structure of United States naval forces in Europe from the publication of the Maritime Strategy in 1986 to the contemporary post-11 September 2001 security environment. Four factors are examined as possible determinants of change: (1) geopolitics, including changes in the political and security environment in Europe; (2) inter-service competition for resources, influenced by congressionally mandated jointness in military operations; (3) the influence of key policy-makers in the United States political and military command structure, including the U.S. Navy, the Department of Defense, and elected officials of both the executive and the legislative branches; and (4) relations between the United States and its NATO Allies. The thesis concludes that certain factors were more influential than others in specific circumstances, but all contributed to shaping doctrine and force structure.

This book seeks to identify and address gaps in our understanding of maritime security and the role of small navies in Europe. The majority of Europe’s navies are small, yet they are often called upon to address a complex array of traditional and non-traditional threats. This volume examines the role of small navies within the European security architecture, by discussing areas of commonality and difference between navies, and arguing that it is not possible to fully understand either maritime strategy or European security without taking into account the actions of small navies. It contains a number of case studies that provide an opportunity to explore how different European states view the current security environment and how naval policy has undergone significant changes within the lifetime of the existing naval assets. This book examines US naval strategy and the role of American seapower over three decades, from the late 20th century to the early 21st century. This study uses the concept of seapower as a framework to explain the military and political application of sea power and naval force for the United States of America. It addresses the context in which strategy, and in particular US naval strategy and naval power, evolves and how US naval strategy was developed and framed in the international and national security contexts. It explains what drove and what constrained US naval strategy and examines selected instances where American sea power was directed in support of US defense and security policy ends – and whether that could be tied to what a given strategy proposed. Newport Paper No. 29, Shaping the Security Environment, edited by Derek S. Reveron, makes an important contribution to an unfolding debate on the global role of U.S. military forces in an era of transnational terrorism, failed or failing states, and globalization. Reveron, professor of national security decision making at the Naval War College, looks beyond the current conflicts in which the United States is involved to raise fundamental questions concerning the regional diplomatic roles of America's combatant commanders (COCOMs) and, more generally, the entire array of nonwarfighting functions that have become an increasingly important part of the day-to-day life of the American military as it engages a variety of partners or potential partners around the world. These functions are increasingly being given doctrinal definition and a larger role in U.S. military planning under the novel concept of “shaping.” This volume is intended to explore the notion of shaping in its various aspects, both generally and in several regional contexts. The changing role of the regional COCOMs (formerly CINCs) over the last dozen years or so is the focus of a paper by General Anthony Zinni, U.S. Marine Corps (Ret.), who provides a characteristically frank and illuminating account of his own tenure as commander of the U.S. Central Command, with responsibilities for the Persian Gulf and the greater Middle East. The Decline of European Naval Forces aims to provide insight into the evolution of Europe’s naval forces since the end of the Cold War. To illuminate the drastic changes many European navies have undergone over the last twenty-five years, Jeremy Stöhs analyzes the defense policies and naval strategies of eleven European states as well as the evolution, deployment, and capabilities of their respective naval forces. In these case studies, the development of Europe’s most important naval forces is assessed per the respective strategic framework in which they have operated over the past two decades. Stöhs describes not only the general composition of each force but also the range of their capabilities and their important technical features. His study shows that since the end of the Cold War, all but a few European navies have significantly decreased in size and, thus, have ceded important capabilities along the way. Based on the understanding of sea power as a prerequisite for political influence and economic health, the consequences of the geopolitical shift toward the Asian-Pacific region, and most importantly the general decline of Europe’s traditional naval capabilities, the author concludes that the ability of European states to influence events near and abroad by means of their naval forces has atrophied and will continue to be called into question in the future.

The purpose of this book is to describe and analyse the instrumental role European naval forces might play in developing and sustaining a future foreign and security policy for the community of European states.
