Over the past 120 years, millions of American K–12 public school students have asked that question. Still, we know little about the history of public school libraries, which over the decades were pulled together and managed by hundreds of thousands of school librarians. In American Public School Librarianship, Wayne A. Wiegand recounts the unseen history of both school libraries and their librarians. Why, Wiegand asks, did school librarianship turn out the way it did? And what can its history tell us about limitations and opportunities in the coming decades of the twenty-first century? Addressing issues of race, social class, gender, and sexual orientation (among others) as they affected American public school librarianship throughout its history, Wiegand explores how libraries were transformed by the Great Depression, the civil rights era, Lyndon Johnson's Great Society programs, and more recent legislation like No Child Left Behind, Common Core, and the Every Student Succeeds Act. Between 1967 and 1974, a number of librarians came together to push for change in the American Library Association. They soon prompted a majority of the profession to examine their role in the dissemination and preservation of culture and to ask basic questions about the terrain that the profession defends. A particular concern was the limitations to intellectual freedom (if any) that might arise in the pursuit of other perhaps equally worthy goals. The questions raised by this advocacy group were based on a relatively new concept of librarianly social responsibility that was partly an outgrowth of the civil rights and antiwar agitation of the period and partly a continuation of the proud traditions of the alternative press movement in the United States. The resulting dissension and turmoil exposed an inherent discrepancy not only between the rhetoric of ideals within the profession and the reality of practice but between librarians as agents of change--librarians' having a social agenda--and professional "neutrality" or the provision of information for all sides without taking sides. These conflicts have never been resolved. The reader will find in this book a fully researched presentation of the years of ferment and political infighting that brought the issues into such sharp focus.

Recent confrontations between constitutional courts and parliamentary majorities, for example in Poland and Hungary, have attracted international interest in the relationship between the judiciary and the legislature in Central and Eastern European countries. Several political actors have argued that courts have assumed too much power after the democratic transformation process in 1989/1990. These claims are explicitly or implicitly connected to the charge that courts have constrained the room for manoeuvre of the legislatures too heavily and that they have entered the field of politics. Nevertheless, the question to what extent has this aggregation of power constrained the dominant political actors has never been examined accurately and systematically in the literature. The present volume fills this gap by applying an innovative research methodology to quantify the impact and effect of court’s decisions on legislation and legislators, and measure the strength of judicial decisions in six CEE countries.
