While this letter was under consideration he preached a sermon containing abuse of the governor, which in the existing temper of the men was practically an incitement to mutiny. As soon as the report of this sermon reached Whitehall the Home Secretary summarily dismissed him, and though Dr. Vaughan, the Bishop of Plymouth, interceded for him, he was not reinstated. Some notable improvements were carried out during the year. The Directors of Convict Prisons paid 400 for laying a telegraph wire from the prison to Tavistock Station. A village school was built for the warders' children, and placed under the management of the incumbent and the chaplain. The Directors were also contemplating the building of a private line of railway from Princetown to Okehampton, and the governor, who surveyed the ground, reported that there were no engineering difficulties in the way. On June 27th, 1862, Sir Joshua Jebb, Chairman of the Directors, died suddenly in London, and Colonel E. Henderson was appointed to succeed him. The public services of Col. Jebb had been very great. Thanks to his energy, his remarkable powers of organization, his foresight, and his indomitable perseverance in the face of opposition and unthinking panic, he had brought the abolition of transportation to a successful issue. The mother country had' found it possible to consume her own smoke with t out the conflagration that had been so confidently prophesied by those who posed as experts, and, so far from increasing, serious crime had shown a tendency to diminish.
