"Book Abstract and Keywords: The study of Japanese politics has flourished over the past several decades. This Handbook provides a state-of-the-field overview for students and researchers of Japanese. The volume also serves to introduce Japanese politics to readers less familiar with Japan. In addition, the volume has a theme of "evaluating Japan's democracy." Taken as a whole, the volume provides a positive evaluation of the state of Japan's democracy. Civic engagement is a concept of action that has become part of common vocabulary, not only in the West but also in many other regions of the world as well. A growing, yet still small number of scholarly works has recently emerged showing how in Japan citizen activism, volunteering, and social action for a public cause are dev- oping. This present volume is another, and in my view, important addition to the body of knowledge on civic engagement in Japan. The majority of books on related issues in Japan take on the perspective of organized civic life, in nongovernmental organizations (NGOs) or nonprofit organizations (NPOs): we know quite a number of things about the quantitative trends in these organizations, on their positioning, on their difficulties, and on the institutional contexts in which they have to work. We know relatively little – except for a small number of topical qualitative case studies – on broad issues that relate to civic engagement in Japan, inside or outside these formal organizations. This volume is the first to offer a wide scope of broad variety of forms of civic engagement in contemporary Japan. The volume is quite forceful in counterbalancing oversimplified ideas on an “ideal” civil society in which state, market, and civil society organizations are in- pendent and at best take on oppositional stances.

Nonformal Education and Civil Society in Japan critically examines an aspect of education that has received little attention to date: intentional teaching and learning activities that occur outside formal schooling. In the last two decades nonformal education has rapidly increased in extent and significance. This is because individual needs for education have become so diverse and rapidly changing that formal education alone is unable to satisfy them. Increasingly diverse demands on education resulted from a combination of transnational migration, heightened human rights awareness, the aging population, and competition in the globalised labour market. Some in the private sector saw this situation as a business opportunity. Others in the civil society volunteered to assist the vulnerable. The rise in nonformal education has also been facilitated by national policy developments since the 1990s. Drawing on case studies, this book illuminates a diverse range of nonformal education activities; and suggests that the nature of the relationship between nonformal education and mainstream schooling has changed. Not only have the two sectors become more interdependent, but the formal education sector increasingly acknowledges nonformal education’s important and necessary roles. These changes signal a significant departure from the past in the overall functioning of Japanese education. The case studies include: neighbourhood homework clubs for migrant children, community-based literacy classes, after-school care programs, sport clubs, alternative schools for long-term absent students, schools for foreigners, training in intercultural competence at universities and corporations, kôminkan (community halls), and lifelong learning for the seniors. This book will appeal to both scholars of Japanese Studies/Asian Studies, and those of comparative education and sociology/anthropology of education.

One of the most vexing problems for governments is building controversial facilities that serve the needs of all citizens but have adverse consequences for host communities. Policymakers must decide not only where to locate often unwanted projects but also what methods to use when interacting with opposition groups. In Site Fights, Daniel P. Aldrich gathers quantitative evidence from close to five hundred municipalities across Japan to show that planners deliberately seek out acquiescent and unorganized communities for such facilities in order to minimize conflict. When protests arise over nuclear power plants, dams, and airports, agencies regularly rely on the coercive powers of the modern state, such as land expropriation and police repression. Only under pressure from civil society do policymakers move toward financial incentives and public relations campaigns. Through fieldwork and interviews with bureaucrats and activists, Aldrich illustrates these dynamics with case studies from Japan, France, and the United States. The incidents highlighted in Site Fights stress the importance of developing engaged civil society even in the absence of crisis, thereby making communities both less attractive to planners of controversial projects and more effective at resisting future threats.

Since the 1990s, questions of Japanese wartime conduct, apologies for aggression, and compensation to former victims of the country’s imperial policies, have been brought to the fore of national and regional politics. The state is undoubtedly the most important actor in the process of memory production and along with conservative legislators and the grass-root revisionist movement there has been a consistent trend towards denying or undermining the existing acknowledgments of responsibility for Japan’s wartime past. However, to fully comprehend war memory in Japan, due attention must be paid to competing discourses that demand an alternative view, and only then can the complexity of Japanese war memory and attitudes towards the legacies of the Asia-Pacific war be understood. The Politics of War Memory in Japan examines the involvement of five civil society actors in the struggle over remembering and addressing the wartime past in Japan today. In studying progressive war memory activists, it quickly becomes clear that the apologia by conservative politicians cannot be treated as representative of the opinion of the majority of the Japanese public. Indeed, this book seeks to remedy the disparity between studies devoted to the official level of addressing the ‘history issue’ and the grass-root historical revisionist movement on the one side, and progressive activism on the other. Furthermore, it contributes to scholarly debates on the state of civil society in Japan, challenging the characterisation of Japanese civil society as a depoliticised space by demonstrating a more contentious side of civil society activism. Drawing important new empirical research, this book will be of huge interest to students and scholars of Japanese civil society, Japanese politics, Japanese history and memory in Japan.
