Nasser's Gamble draws on declassified documents from six countries and original material in Arabic, German, Hebrew, and Russian to present a new understanding of Egypt's disastrous five-year intervention in Yemen, which Egyptian president Gamal Abdel Nasser later referred to as "my Vietnam." The Soviet-Egyptian relationship after the June War of 1967 was a new one for both countries, and its consequences were of global importance. Drawing on all available Soviet and Arab materials, Alvin Rubinstein develops the concept of influence as an analytical tool and explores in comprehensive fashion the diplomatic, military, political, and economic aspects of the influence relationship between the two nations in recent years. The author's approach is chronological, analytical, and oriented toward the issues. He finds that the relationship has been fundamentally asymmetrical in aims and accomplishments. Egypt's remarkable comeback after the June War would not have been possible without Soviet aid, but Moscow benefited primarily in the context of the Soviet-American strategic rivalry in the Middle East, and only peripherally in terms of influence over Egypt. Considering broader Soviet-Third World relationships, the author shows that there is no demonstrable correlation between intensified interactions and influence, that an extensive presence is no assurance of influence, and that Soviet influence can seldom be exercised at will in the absence of an ability to project Soviet military power directly. Inside Inequality in the Arab Republic of Egypt: Facts and Perceptions Across People, Time, and Space comprises four papers prepared in the framework of the Egypt inequality study financed by the World Bank. The first paper, by Sherine Al-Shawarby, reviews the studies on inequality in Egypt since the 1950s with the double objective of illustrating the importance attributed to inequality through time and of presenting and compare the main published statistics on inequality. The second paper, by Branko Milanovic, turns to the global and spatial dimensions of inequality. The Egyptian society remains deeply divided across space and in terms of welfare, and this study unveils some of the hidden features of this inequality. The third paper, by Paolo Verme, studies facts and perceptions of inequality during the 2000-2009 period, which preceded the Egyptian revolution. The fourth paper, by Sahar El Tawila, May Gadallah, and Enas Ali A.El-Majeed, assesses the state of poverty and inequality among the poorest villages of Egypt. The paper attempts to explain the level of inequality in an effort to disentangle those factors that derive from household abilities from those factors that derive from local opportunities. Inside Inequality in the Arab Republic of Egypt provides some initial elements that could explain the apparent mismatch between inequality measured with household surveys and inequality aversion measured by values surveys. The current report gives particular attention to regional Soviet military actions and deployments, but also considers economic assistance, trade, and foreign policy to the extent these affect security matters. The Soviet Middle East presence has diminished and is now probably at a level justified by Soviet proximity, interests, and willingness to commit resources. Regime changes in Egypt and Syria, new regional perceptions of U.S. policy, and significant financial changes following the 1973-1974 oil embargo and subsequent price increases--these developments have left the U.S.S.R. in a poor position to exert its influence over regional decisions. This trend will continue, except in the Persian Gulf where Soviet influence is only beginning to be felt and will probably increase somewhat over the next five years. Meanwhile, although the Soviet naval presence in the Mediterranean has grown, the Mediterranean Squadron is still no match for the combined NATO forces. In the Persian Gulf and Indian Ocean areas, growing Soviet naval deployments and capabilities also still remain less than those of the West. The Soviet military presence in the Middle East and adjacent areas poses no major threat to Western interests short of general war. Indeed recent U.S. foreign policy has placed the Soviet Union on the defensive in the Middle East.
