The Fukushima disaster of 2011 shook the globe, arousing warm debate and new research within the academic fields of countries in both the West and the East on issues related to nuclear security, public trust, government governance, risk governance and risk perception along with technological and social aspects. The Fukushima incident not only revealed the importance of risk governance in the East Asian region, but also became an important turning point in the restructuring of energy in several East Asian nations. However, the regulatory culture in East Asian countries is by nature different to that of their western counterparts; the history and culture of East Asia has formed East Asian countries’ unique regulatory characteristics. This book aims to establish a risk governance structure for the East Asian region, providing a completely new perspective for both practical implementation and the academic field. It focusses on the problems of risk governance in East Asia. Through a discussion of the risk related issues raised by contemporary globalization, this book outlines the unique form of East Asia’s risk governance architecture. It brings together the work of top academics from Japan, South Korea and Taiwan to provide a common picture of how these three countries’ governments are dealing with the energy transition brought on by the climate change crisis. The various aspects of East Asia’s unique regulatory culture and governance models are placed into context, while East Asia’s risk governance theoretical framework is outlined.

Emergence of Individual Differences in Social Context ROBERT B. ZAJONC A priest who was a heavy smoker once asked his bishop if it was all right if he smoked while praying. Appalled, the bishop chastised the priest for the very thought of soiling the solemn moment of prayer with such a filthy habit. Some years passed and the bishop came again through our priest's parish. And our tormented priest asked again about his predicament. But he asked a somewhat different question: "Your excellency," he said, "is it all right to pray while smoking?" There was no hesitation in the bishop's answer. "Of course!" he said. "There is nothing in the world that should keep you from praying. You can always pray, my son. You should miss no opportunity to pray. Whenever you wish to pray, by all means pray!" The relationship between individual differences and social psychology is roughly the same as between smoking and praying. Many social psychologists, and especially experimental social psycholOgists, are openly disdainful of individ ual difference variables. They avoid them in their studies and refuse to incor porate them in theories. The reasons for their (and we really should say "my" because the author is no exception in this matter) attitude are not obvious.

Through a comparative analysis of educational theory and practice, this analytic overview illuminates the larger economic and political changes occurring in five peripheral countries--China, Cuba, Tanzania, Mozambique, and Nicaragua--commonly viewed as in transition to socialism. Current political patterns and leadership in these countries have emerged in the context of predominantly agricultural, industrially underdeveloped economies. Each state has played a major role in social transformation, relying on the educational system to train, educate, and socialize its future citizens. Discussing the similarities and differences among these states, the authors show the primacy of politics and the interaction of material and ideological goals in the process of social transition, and how shifting policies reflect and are reflected in educational change. This collection first examines critical analyses of education in capitalist societies, both industrialized and peripheral, and explores the utility of those perspectives in the political and educational conditions of the countries under study.
