"The Immigration Reform and Control Act of 1986 (IRCA) was a manifestation of widespread public concern over the volume of undocumented immigration into the United States. The principal innovation of this legislation-the provision to impose penalties on employers who knowingly hire undocumented immigrants-was a response to this concern. This effort at restriction was tempered in IRCA by other provisions permitting the legalization of two types of undocumented immigrantsthose who had resided in the United States since January 1, 1982; and what were called special agricultural workers (SAWs), persons who had worked in perishable crop agriculture for at least 90 days during specified periods from 1983 to 1986. Approximately 3.1 million persons sought legalization (what is popularly referred to as amnesty) under these two provisions. The breakdown was roughly 1.8 million under the regular program and 1.3 million as SAWs. Mexicans made up 75 percent of the combined legalization requests."

In 2004, the United States, five Central American countries, and the Dominican Republic signed the Central American Free Trade Agreement (CAFTA), signaling the region's commitment to a neoliberal economic model. For many, however, neoliberalism had lost its luster as the new century dawned, and resistance movements began to gather force. Contesting Trade in Central America is the first book-length study of the debate over CAFTA, tracing the agreement's drafting, its passage, and its aftermath across Central America. Rose J. Spalding draws on nearly two hundred interviews with representatives from government, business, civil society, and social movements to analyze the relationship between the advance of free market reform in Central America and the parallel rise of resistance movements. She views this dynamic through the lens of Karl Polanyi's "double movement" theory, which posits that significant shifts toward market economics will trigger oppositional, self-protective social countermovements. Examining the negotiations, political dynamics, and agents involved in the passage of CAFTA in Costa Rica, El Salvador, and Nicaragua, Spalding argues that CAFTA served as a high-profile symbol against which Central American oppositions could rally. Ultimately, she writes, post-neoliberal reform "involves not just the design of appropriate policy mixes and sequences, but also the hard work of building sustainable and inclusive political coalitions, ones that prioritize the quality of social bonds over raw economic freedom."

Nicaragua's Sandinista revolution (1979-1990) initiated a broad program of social transformation to improve the situation of the working class and poor, women, and other non-elite groups through agrarian reform, restructured urban employment, and wide access to health care, education, and social services. This book explores how Nicaragua's least powerful citizens have fared in the years since the Sandinista revolution, as neoliberal governments have rolled back these state-supported reforms and introduced measures to promote the development of a market-driven economy. Drawing on ethnographic research conducted throughout the 1990s, Florence Babb describes the negative consequences that have followed the return to a capitalist path, especially for women and low-income citizens. In addition, she charts the growth of women's and other social movements (neighborhood, lesbian and gay, indigenous, youth, peace, and environmental) that have taken advantage of new openings for political mobilization. Her ethnographic portraits of a low-income barrio and of women's craft cooperatives powerfully link local, cultural responses to national and global processes.
