The Afghan Taliban have been steadily making inroads in Afghanistan since their removal from power in 2001 and this thesis will look at how their usage of the shadow government system and their penchant to provide justice to the local Afghan is legitimizing their presence and setting them up to take over power in 2014. Additionally, a comparison between the Taliban and Hezbollah will be conducted to determine if there are indeed indicators of the Afghan group transitioning to a political party, participating in the government, or a takeover of power. Hezbollah is used as an example of a successful transition to a political party. An understanding of what the Taliban may do post-2014 is important for the US and international community's military draw-down and subsequent withdrawal from the region.

The thirteenth century marks a turning point in the history of the western Mediterranean. The armies of Castile and Aragon won significant and decisive victories over Muslims in Iberia and took over a number of important cities including Cordoba, Seville, Jaen, and Murcia. Chased out of their native cities, a large number of Andalusis migrated to Ifrīqiyā in northern Africa. There, a newly founded Hafsid dynasty (1229-1574) welcomed members of the Andalusi elite and showered them with honors and high positions at court. While historians have tended to conceive of Ifrīqiyā as a region ruled by the Hafsids, Ramzi Rouighi argues in The Making of a Mediterranean Emirate that the Andalusis who joined the Hafsid court supported economic arrangements and political relationships that effectively prevented regional integration from taking place during this period. Rouighi examines an array of documentary, literary, and legal sources to argue that Ifrīqiyā was integrated neither politically nor economically and that, consequently, it was not a region in a meaningful sense. Through a close reading of narrative sources, especially historical chronicles, Rouighi further argues that the emergence in the late fourteenth century of the political ideology of Emirism accounts for the representation of the rule of the Hafsid dynasty over cities as its rule over the whole of Ifrīqiyā. Setting the activities of Andalusis such as the celebrated historian Ibn Khaldūn (1332-1406) in relation to specific political, economic, and intellectual developments in Ifrīqiyā, The Making of a Mediterranean Emirate proposes a counter to the dynastic-centric view of the period that pervades medieval sources and continues to inform most modern generalizations about the Maghrib and the Mediterranean.

This short book is about Qatar, a country from where Islamists of the Muslim Brotherhood are able to use tremendous oil and natural gas wealth to promote the Brotherhood's ideology around the world. Using this political warfare infrastructure, Qatar also advances its own national interests against its chief regional rival, Saudi Arabia, as it bucks to replace one of America's most important strategic alliances. Due to their policy biases and the friendly intellectual environment created and nurtured by petrodollars inside the Beltway, American elites and policymakers have been soft targets for Qatari influence and information operations. Qatar's vast wealth can alter policy by carefully manipulating narratives and perceptions using weaponized information in the United States. The sums of money are so large--and the effort to evade the Foreign Agent Registration Act (FARA) and other disclosure laws are so comprehensive--that we don't have anywhere near a complete picture of the scope of Qatar's influence game. What we do know is worrying enough: Qatar's money has been able to buy lobbyists who have "encouraged" a number of influential people to soften their line on Qatar's support for terrorism and Islamism or take up rhetorical arms against its chief regional rivals, especially Saudi Arabia and the United Arab Emirates. It's been able to buy media outlets that create the battlespace or the environment that leads, as we have seen, in very short order, to dramatic policy shifts designed to benefit Qatar. And it's been able to cement pro-Qatar narratives in the minds of the professional Beltway foreign policy elite through massive grants to think tanks, universities and, perhaps most troublingly, shrewd use of the CENTCOM base at al-Udeid as a platform from where Qatar could ingratiate itself to a generation of U.S. military commanders and policymakers.
