Excerpt from The Secretary of State for India in Council The object of this pamphlet is to put forward in a popular form some of the considerations which have led the public to demand the appointment of a Select Committee of both Houses of Parliament to inquire into the administration of the affairs of India. The public wish for an inquiry into the working of the Act for the better government of India, passed in the year 1858, is mainly prompted by the general feeling of disappointment at the results which have followed the appointment of the Council of India: that mysterious body whose actions at present are so carefully veiled from the criticisms of the public. The delay which characterises the proceedings of the Council - the apathy invariably shown towards every suggestion for the more rapid development of India - the general want of appreciation of the fact that in a time of more than ordinary depression of trade this neglect injuriously affects nearly every industry in the United Kingdom; - all seems to call for some system of carrying on the public business in connection with India in a way more in harmony with the requirements of the present age. I have confined myself to reviewing, as far as known, a portion of the financial public works policy of the Secretary of State for India in Council.
