"Why GAO Did This StudyOSHA is responsible for overseeing occupational safety and health for more than 130 million workers. In about half the states, OSHA sets and enforces compliance with safety and health standards. The remaining states set and enforce their own standards under OSHA-approved plans. In fiscal year 2010, OSHA strengthened its monitoring of state-run programs following a dozen worker deaths in one of those states. Questions have since been raised about how closely OSHA monitors its own enforcement efforts. GAO examined 1) how OSHA's monitoring of its own and state enforcement efforts compares, and 2) recent steps OSHA has taken to evaluate the effectiveness of federal and state enforcement efforts. GAO reviewed OSHA's monitoring policies and procedures and relevant federal laws and regulations; analyzed federal and state audits; visited three OSHA regional offices; and interviewed OSHA officials and other experts.What GAO RecommendsGAO recommends that OSHA standardize guidance for its audit practices, include outcomes in its assessments of its enforcement initiatives, better use data from its audits, and ensure national office participation in audits. OSHA generally agreed with the recommendations but expressed concern about overuse of outcomes"

"In 2000, House Bill 104, Vehicle Laws - Drivers Failing to Stop for School Buses - Enforcement Initiative, established a School Bus Safety Enforcement Fund to be administered by the Maryland State Police...House Bill 104 (2000) also required the School Bus Safety Enforcement Fund to take effect on July 1, 2000, and remain in effect for a period of 5 years, at which it would sunset on June 30, 2005. In 2002, Senate Bill 323, The Budget Reconciliation and Financing Act of 2002, repealed the sunset provision in House Bill 104 (2000) and established the permanency of the School Bus Safety Enforcement Program. Chapter 87 of 2008 (House Bill 705) transferred the administration of the School Bus Safety Enforcement Fund from the Maryland State Police to the Governor's Office of Crime Control & Prevention (Office), effective July 1, 2008. Chapter 529 of 2016 (Senate Bill 83) renamed the School Bus Safety Enforcement Fund to the School Safety Enforcement Fund to expand its purpose to assist law enforcement agencies and count boards of education address the problem of drivers illegally failing to stop for school vehicles, and enhance school safety...The effective date of Chapter 529 of 2016 was October 1, 2016. Pursuant to this Act, the Office is required to submit a report to the Governor and General Assembly by September 1st of each year...In 2018, Senate Bill 1265 transferred the administration of School Safety Enforcement Fund from the Office to the School Safety Subcabinet, a governing board of the Maryland Center for School Safety which is an independent unit within the Maryland State Department of Education, effective June 1, 2018."--FY 2018 introduction
