The Rival Powers in Central Asia is an English translation of a work originally published in Vienna in 1890 under the title Antagonismus der Englischen und Russischen Interessen in Asien: Eine Militär-Politische Studie (The antagonism between English and Russian interests in Asia: A military-political study). The study analyzes what the author sees as the threat to British India posed by an aggressive Russia. The author characterizes the Russian Empire as a "reckless, expansive force," which, having reached its natural limits on the seas to the east and the north, was now concentrating "all its energies on the South, and chiefly in the direction of Constantinople and Central Asia." While the Russian thrust into Central Asia is portrayed as a threat mainly to British interests, Russian ambitions toward Constantinople are seen as most threatening to the continental European powers, "Austria in particular," which "cannot at any cost permit Russia to take possession of Constantinople." On this basis, the author argues that it is in Great Britain's interest to join a "Central European Coalition" with Austria-Hungary and imperial Germany. Chapter four, the longest in the book, entitled "Strategical Relations of the Two States," assesses the relative strengths of Russia and Great Britain in a contest for control of Central Asia and ultimately India, with sections on land forces, naval forces, and the transport and logistical routes likely to be used by each power. The concluding chapter discusses the benefits that Great Britain would gain by allying with the Central European powers against Russia, stresses the value to those powers of a British alliance, and argues that only through such an alliance would Britain be able to retain its hold on India. Ultimately, of course, the envisioned alliance did not come about, as some two decades later Great Britain allied with Russia (and France) and against Germany and Austria-Hungary in the great European conflict that came to be known as World War I.

The breakup of the USSR created a Central Asian security complex or sphere of influence consisting of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Since the disintegration of the Soviet Union, this security complex has tended to distance itself from a Russian-centered approach to foreign relations, has rejected involvement with a Turkey-oriented sphere of influence, and has shifted toward an Iran-oriented security complex. A major reason for these developments has been the activities of the three rival powers—Iran, Turkey, and Russia. As Peimani explains, these states have strong long-term interests in the region; earlier rivalries, which were dormant under Soviet rule, have reawakened since the breakup of the USSR. While Russia attempts to reincorporate Central Asia into its security complex, Iran and Turkey seek to include it in their spheres of influence. The rivalry among these states will largely determine the future development of the region and the individual states.

This book examines the economic reforms and material progress made since the Central Asian republics became independent from the Soviet Union in 1991. Without some of the neo-liberal reforms recommended by the "Washington Consensus" and with an authoritarian presidency, Uzbekistan, the largest of these countries, has nevertheless achieved modest economic growth, stability, and a relatively impressive degree of income equality. The country has also preserved its economic and political independence from the great powers — Russia, China, and the USA — who are rivals for influence and energy in Central Asia. Human rights have been poorly enforced, though occasional thaws have also taken place. In second half of the book features a comparative analysis of four Central Asian states, all super-presidential authoritarianisms but with very different resource endowments and external commitments. A separate chapter deals with the energy resources of the region and the challenges of bringing oil and gas to the world market, and the question of whether Central Asian states will return to the Russian sphere of influence or seek closer ties with Asia or Europe is examined.
