In a region beset by brutal repression, humanitarian disasters, and civil war, Tunisia's Jasmine Revolution alone gave way to a peaceful transition to a functioning democracy. Within four short years, Tunisians passed a progressive constitution, held fair parliamentary elections, and ushered in the country's first-ever democratically elected president. But did Tunisia simply avoid the misfortunes that befell its neighbors, or were there particular features that set the country apart and made it a special case? In Tunisia: An Arab Anomaly, Safwan M. Masri explores the factors that have shaped the country's exceptional experience. He traces Tunisia's history of reform in the realms of education, religion, and women's rights, arguing that the seeds for today's relatively liberal and democratic society were planted as far back as the middle of the nineteenth century. Tunisia’s GDP totalled TD84.3bn (€36.2bn) in 2015, expanding at a rate of 0.8%, down from growth of 2.3% the year before. The fall was due to a variety of external factors, including two terrorist incidents that negatively affected the tourism sector in particular and shook business confidence more generally. However, growth picked up somewhat in 2016, standing at 1%, 1.4% and 1.3% in the first, second and third quarters of the year, respectively, and is expected to maintain this upward trend in 2017, supported by greater export competitiveness. Moves to bolster the economy through reforms, such as the new investment law and plans to tackle wider structural issues, are likely to help to raise growth to higher levels than those witnessed in recent years, as should the improvement in security since the 2015 attacks, though the extent of this will depend in part on whether or not the economy of the country’s main export destination and tourism source market – the eurozone – can emerge from its own recent slowdown.

The Arab Uprisings were unexpected events of rare intensity in Middle Eastern history – mass, popular and largely non-violent revolts which threatened and in some cases toppled apparently stable autocracies. This volume provides in-depth analyses of how people perceived the socio-economic and political transformations in three case studies epitomising different post-Uprising trajectories – Tunisia, Jordan and Egypt – and drawing on survey data to explore ordinary citizens’ perceptions of politics, security, the economy, gender, corruption, and trust. The findings suggest the causes of protest in 2010-2011 were not just political marginalisation and regime repression, but also denial of socio-economic rights and regimes failure to provide social justice. Data also shows these issues remain unresolved, and that populations have little confidence governments will deliver, leaving post-Uprisings regimes neither strong nor stable, but fierce and brittle. This analysis has direct implications both for policy and for scholarship on transformations, democratization, authoritarian resilience and ‘hybrid regimes’.

The adoption and enforcement of national laws to address and punish all forms of violence against women and girls, in line with international human rights standards, is one of the five key outcomes which the Secretary-General's campaign "UNiTE to End Violence against Women" aims to achieve in all countries by 2015. In May 2008, the United Nations Division for the Advancement of Women of the Department of Economic and Social Affairs (UNDAW/DESA) and the United Nations Office on Drugs and Crime (UNODC) organized an expert group meeting in Vienna, Austria, on good practices in legislation on violence against women. That meeting prepared a model framework for legislation on violence against women, including detailed recommendations, commentaries and examples of promising practices. The framework contained two types of recommendations: those that are applicable to all forms of violence against women; and those that are specific to domestic violence or sexual violence. In 2009, based on the work of the expert group meeting in Vienna, UNDAW/DESA developed a Handbook for Legislation on Violence against Women. This Handbook, with a foreword by Deputy Secretary-General, Dr. Asha-Rose Migiro, intends to provide all stakeholders with detailed guidance to support the adoption and effective implementation of legislation which prevents violence against women, punishes perpetrators, and ensures the rights of survivors everywhere. It is specifically hoped that the Handbook will be of use to government officials, parliamentarians, civil society, staff of United Nations entities and other actors in their efforts at ensuring that a solid legal basis is in place for tackling the scourge of violence against women.

Why are carefully designed, sensible policies too often not adopted or implemented? When they are, why do they often fail to generate development outcomes such as security, growth, and equity? And why do some bad policies endure? World Development Report 2017: Governance and the Law addresses these fundamental questions, which are at the heart of development. Policy making and policy implementation do not occur in a vacuum. Rather, they take place in complex political and social settings, in which individuals and groups with unequal power interact within changing rules as they pursue conflicting interests. The process of these interactions is what this Report calls governance, and the space in which these interactions take place, the policy arena. The capacity of actors to commit and their willingness to cooperate and coordinate to achieve socially desirable goals are what matter for effectiveness. However, who bargains, who is excluded, and what barriers block entry to the policy arena determine the selection and implementation of policies and, consequently, their impact on development outcomes. Exclusion, capture, and clientelism are manifestations of power asymmetries that lead to failures to achieve security, growth, and equity. The distribution of power in society is partly determined by history. Yet, there is room for positive change. This Report reveals that governance can mitigate, even overcome, power asymmetries to bring about more effective policy interventions that achieve sustainable improvements in security, growth, and equity. This happens by shifting the incentives of those with power, reshaping their preferences in favor of good outcomes, and taking into account the interests of previously excluded participants. These changes can come about through bargains among elites and greater citizen engagement, as well as by international actors supporting rules that strengthen coalitions for reform.

Tunisia became one of the largest sources of foreign fighters for the Islamic State—even though the country stands out as a democratic bright spot of the Arab uprisings and despite the fact that it had very little history of terrorist violence within its borders prior to 2011. In Your Sons Are at Your Service, Aaron Y. Zelin uncovers the longer history of Tunisian involvement in the jihadi movement and offers an in-depth examination of the reasons why so many Tunisians became drawn to jihadism following the 2011 revolution. Zelin highlights the longer-term causes that affected jihadi recruitment in Tunisia, including the prior history of Tunisians joining jihadi organizations and playing key roles in far-flung parts of the world over the past four decades. He contends that the jihadi group Ansar al-Sharia in Tunisia was able to take advantage of the universal prisoner amnesty, increased openness, and the lack of governmental policy toward it after the revolution. In turn, this provided space for greater recruitment and subsequent mobilization to fight abroad once the Tunisian government cracked down on the group in 2013. Zelin marshals cutting-edge empirical findings, extensive primary source research, and on-the-ground fieldwork, including a variety of documents in Arabic going as far back as the 1980s and interviews with Ansar al-Sharia members and Tunisian fighters returning from Syria.
