This fascinating new title offers an ethnographical investigation of contemporary police culture based on extensive field work across a range of ranks and units in the UK's police force. By drawing on over 600 hours of direct observation of operational policing in urban and rural areas and interviews with over 60 officers, the author assesses what impact three decades of social, economic and political change have had on police culture. She offers new understandings of the policing of ethnicity, gender and sexuality, and the ways in which reform initiatives are accommodated and resisted within the police. The author also explores the attempts of one force to effect cultural change both to improve the working conditions of staff and to deliver a more effective and equitable service to all groups in society. Our thesis is that policing in the mid-1980s was perceived to be in crisis and there was a strong sense that fundamental changes were needed in the way it was delivered. In contrast, police are considered to be performing well 20 years later by both practitioners and outside observers. Crime has been falling for almost 18 years and any new challenges, including terrorism, appear to be manageable without the invention of new strategies for the delivery of police services. Past experience contains the lessons needed for the future. In our view, this assessment may be mistaken, not because existing policies are defective in controlling crime but because the institutions that provide public safety are changing in profound ways that are not being recognized.

Although most large police organizations perform the same tasks, there is tremendous variation in how individual organizations are structured. To account for this variation, author Edward R. Maguire develops a new theory that attributes the formal structures of large municipal police agencies to the contexts in which they are embedded. This theory finds that the relevant features of an organization's context are its size, age, technology, and environment. Using a database representing nearly four hundred of the nation's largest municipal police agencies, Maguire develops empirical measures of police organizations and their contexts and then uses these measures in a series of structural equation models designed to test the theory. Ultimately, police organizations are shown to be like other types of organizations in many ways but are also shown to be unique in a number of respects.
