The study seeks to determine if the current recruitment process is adequate to meet the needs of the Secretary of the Navy's "Enhanced Opportunities for Minorities Initiative." This initiative is a recruiting strategy designed to increase the number of minorities on active duty and to create a culturally diverse force that reflects the racial composition of the United States. This thesis draws upon information from Pers-61, Navy Recruiting Command, the Center for Navy Education and Training, and NROTC units, as well a survey conducted with current and former recruiters. Also examined are statements by the Chief of Naval Operations, Chief of Naval Personnel, Commander of Naval Recruiting Command and numerous other Flag Officers in briefings held at the 1998 National Naval Officers Association Conference. A major theme that emerged from the study is that the Navy should enhance its visibility and use more African-Americans in minority recruiting programs for the officer corps.

In January 1944 sixteen black enlisted men gathered at the Great Lakes Naval Training Station in Illinois to begin a cram course that would turn them into the U.S. Navy's first African-American officers on active duty. The men believed they could set back the course of racial justice if they failed and banded together so all would succeed. Despite the demanding pace, all sixteen passed the course. Twelve were commissioned as ensigns and a thirteenth was made a warrant officer. Years later these pioneers came to be known as the Golden Thirteen, but at the outset they were treated more as pariahs than pioneers. Often denied the privileges and respect routinely accorded white naval officers, they were given menial assignments unworthy of their abilities and training. Yet despite this discrimination, these inspirational young men broke new ground and opened the door for generations to come. In 1986, oral historian Paul Stillwell began recording the memories of the eight surviving members of the Golden Thirteen. Later he interviewed three white officers who served with and supported the efforts of the men during World War II. This book collects the stories of those eleven men. Introduced by Colin L. During the twentieth century, the U.S. Naval Academy evolved from a racist institution to one that ranked equal opportunity among its fundamental tenets. This transformation was not without its social cost, however, and black midshipmen bore the brunt of it. Blue & Gold and Black is the history of integration of African Americans into the Naval Academy. The book examines how civil rights advocates? demands for equal opportunity shaped the Naval Academy?s evolution. Author Robert J. Schneller Jr. analyzes how changes in the Academy?s policies and culture affected the lives of black midshipmen, as well as how black midshipmen effected change in the Academy?s policies and culture. Most institutional history is written from the top down, while most social history is written from the bottom up. Based on the documentary record as well as on the memories of hundreds of midshipmen and naval officers, Blue & Gold and Black includes both perspectives. By examining both the institution and the individual, a much more accurate picture emerges of how racial integration occurred at the Naval Academy. Officially, the Navy Junior Reserve Officer Training Corps' (NJROTC) mission is to educate high school students on the value of citizenship, public service, and personal responsibility. Since 1916, proponents and opponents have debated the value of the various Junior ROTC programs; however, there has been little empirical research that describes the extent to which these programs have actually benefited the services. As such, the purpose of this study was to examine the NJROTC program by analyzing the impact program participation has on Navy accessions and retentions from 2001 to 2005. The methodology used in this study was an exclusively quantitative analysis of pre-existing data from two large population databases: The Navy JROTC Unit Management System, which included career intent information on 39,745 NJROTC graduates from 2001 to 2005; the other database, from the Defense Management Data Center, provided demographic data on 211,076 Navy accessions from 2001 to 2005. Analysis of these databases revealed that NJROTC graduates' intent to join the military clearly benefits the Navy as a resource for recruiting; specifically, while there were small but positive differences in Naval accessions for most NJROTC participants, there were larger positive differences for women and African-American participants. In the final part of the analysis, a binary logistic regression model was created analyzing retention among several predictor variables; results indicated that the primary predictor variable, NJROTC accessions, were 45 percent more likely to be retained than non-NJROTC accessions after holding all other predictor variables constant. Taken together, the findings of this study have demonstrated that during the 2001–2005 period, NJROTC operated as both a citizenship training program and a source of recruiting for the Navy. As such, there are a number of recommendations for further research; the first, and perhaps most immediate would be for the Navy to conduct a cost-benefit analysis to determine geographically where it makes sense to grant full participation to the 198 schools on the waiting list; the second, and perhaps most important, would involve survey research that targets NJROTC stakeholders to find out what the response would be if the Navy openly declared NJROTC as a recruiting tool.
